About The Role

Tewkesbury Borough Council is looking for a forward-thinking, energetic Digital Innovation Manager to help shape the future of public services. This is a unique opportunity to lead an award-winning team at the heart of our transformation journey where creativity, collaboration and customer focus drive everything we do.

You’ll be joining a council that’s ambitious, agile and committed to delivering smarter, more inclusive services. As Digital Innovation Manager, you’ll be the catalyst for change, bringing fresh ideas, challenging the status quo, and turning vision into reality.

What you’ll be doing:

  • Leading a talented team of developers to deliver digital services that are robust, user-friendly and future-ready.
  • Driving forward the council’s digital strategy and transformation agenda, ensuring alignment with organisational goals.
  • Acting as a key link between technical delivery and programme management—ensuring projects are delivered on time and to spec.
  • Championing innovation across the organisation, identifying opportunities to improve services through digital solutions.
  • Advising senior leaders on emerging technologies and shaping the council’s digital future.
  • Building strong relationships with internal teams and external partners to deliver shared outcomes and efficiencies.
  • Promoting a culture of agility, experimentation and continuous improvement
What you’ll bring:
  • A passion for digital innovation and a track record of delivering impactful change.
  • Strong leadership and people management skills, with experience guiding high performing teams.
  • Technical know-how across web technologies, APIs, cloud infrastructure and agile development.
  • Strategic thinking and the ability to translate complex challenges into practical, user-centred solutions.
  • Excellent communication and stakeholder engagement skills—you’ll be just as comfortable presenting to senior leaders as you are collaborating with developers.
  • A proactive, curious mindset and the confidence to challenge traditional ways of working.
