Job description

We're looking for a Digital Adoption Manager to lead the team helping Enfield embrace digital, data and AI-enabled ways of working.

You’ll work with senior leaders, frontline services and specialist teams to turn innovation into measurable improvements for residents and staff alike. You’ll lead our Business Analysts and Change Managers, helping one of London’s largest boroughs adopt new technology, redesign services around user needs and realise the full value of investment in digital, data and AI.

This role requires a minimum of two days per week onsite at Enfield Civic Centre, working closely with colleagues, stakeholders and services across the organisation.

The Opportunity

This is a chance to shape the future of local government.

Working across the organisation, you’ll help services improve, modernise and adapt to new opportunities. You’ll identify where change can make the greatest difference, support colleagues through transformation and ensure that new capabilities become embedded in everyday practice.

You’ll work closely with Directors, Heads of Service and operational teams to improve processes, increase efficiency and help the organisation deliver better outcomes for residents. At the same time, you’ll build the capability of a team of Business Analysts and Change Managers who play a critical role in delivering change across the council.

Salary

The salary range reflects the full grade for the role. Successful candidates will normally be appointed at the bottom of the MM2 scale (£57,375), with opportunities for progression through the grade over time, subject to performance and organisational requirements.

What you’ll do

  • Lead and develop a team of Business Analysts and Change Managers.
  • Partner with services across the council to identify opportunities for improvement and transformation.
  • Drive the successful adoption of digital, data and AI-enabled ways of working.
  • Lead business change and service improvement initiatives that deliver measurable outcomes.
  • Ensure benefits are realised from transformation programmes and digital investments.
  • Build strong relationships with stakeholders, partners and suppliers.
  • Champion user-centred, evidence-based improvement.
  • Support services to redesign processes and deliver sustainable change.
  • Provide leadership, challenge and support to teams delivering transformation.

About you

You’re an experienced change, transformation or service improvement leader who enjoys working with people, solving complex problems and delivering lasting outcomes.

You'll bring:

  • Experience leading teams that deliver business change, digital transformation or service improvement.
  • Strong stakeholder management and influencing skills.
  • A track record of delivering measurable outcomes and benefits.
  • Experience building high-performing teams and developing people.
  • The ability to communicate effectively with audiences ranging from frontline teams to senior leaders.
  • Experience working across organisational and professional boundaries.
  • Excellent presentation, facilitation and communication skills.
  • A collaborative approach and a passion for helping organisations embrace new opportunities through digital, data and technology.

Why Enfield?

We are investing in digital, data and AI to improve services, increase productivity and create better outcomes for the communities we serve.

This role offers the opportunity to work across every area of the organisation, influence change at scale and help shape how public services evolve in the years ahead.

You’ll join a team that believes technology is only part of the answer. Success comes from understanding people, improving processes and helping organisations adopt new ways of working with confidence.

We do not see your name or title when shortlisting your application. This is one of many initiatives to build a more talented and diverse workforce. However, if you put your name on your CV or Statement it will be visible to us. For this reason, we ask that you do not include your name on these documents. Please note it is your responses to the Essential/Desirable criteria, as detailed in the Job Description and Person Specification which is available on the job advert, that will determine if you are shortlisted for an interview, therefore we encourage you to always address the essential and desirable criteria in your application/CV.

Why it's great to work for Enfield Council:

  • An excellent pension through the Local Government Pension Scheme
  • Up to 32 days annual leave depending on grade and length of service. You will also get eight public holidays per year and an extra day off at Christmas.
  • A blend of remote and office based working for most roles.
  • Interest free season ticket loan repayable over three or ten months.
  • Career development and learning experiences from a range of training courses and learning methods.
  • Employee Assistance Programme to provide advice and counselling services. This is a free and confidential service available to staff and members of their family.
  • Health and leisure discounts and tax-free bikes for work.
  • 1 month paid sabbatical for Children’s Social Workers

We reserve the right to close this vacancy once a sufficient number of applications have been received. Therefore, we advise that you complete fully and submit your application as soon as possible to avoid disappointment.
