Job summary

Bromley Council in London is seeking an experienced Development Management Area Team Leader for a 6-month temporary contract with potential extension or permanent appointment.

Based at BR1 1AS, this role entails leading a Development Management team, managing a heavy workload, and representing the Chief Planner at Planning Committees when required. The successful candidate will guide staff and advise on planning policy to maintain high standards.

Qualifications

• Experience of managing staff in a planning environment.
• Ability to handle a heavy personal caseload and meet deadlines.
• Experience advising staff, Members and the public on planning permission.
• Experience preparing and presenting evidence at major planning inquiries.

Responsibilities

• Manage one of the Development Management teams on behalf of or under the direction of the Head of Development Management in all aspects of work to maintain consistency of practice and ensure efficient discharge of workload.
• Bring to the attention of Head of Development Management any policy matters or issues requiring action at Senior Officer level.
• Examine development applications and guide team actions, organise screening meetings, and negotiate improvements with applicants.
• Represent the Chief Planner at Planning Committees and advise Members on planning policy.
• Appear as an expert witness at Local inquiries when required on complex or broader issues.
• Interpret and apply current town planning legislation and related literature for development control.

Good Afternoon,

I am currently representing Bromley Council who are offering an initial temporary contract for a period of 6 months with a view to be extended or offered a permanent position for the right candidate at a rate which is negotiable dependent upon experience

We are looking for a Development Management Area Team Leader this role will be based at: BR1 1AS, 2 days in office plus committees

The right candidate will:

• Manage one of the Development Management teams on behalf of or under the direction of the Head of Development Management in all aspects of work in order to maintain consistency of practice throughout the section and to ensure the efficient discharge of the workload.
• Bring to the attention of Head of Development Management any matters of policy or problems arising from work of the team which may require action at Head of Development Management or Senior Officer Level.
• Examine all development applications and where necessary guide and instruct members of the team as to appropriate action. This action will include organising and running screening meetings, negotiation with applicants to make improvements or alternative scheme in the interest of higher development standards.
• Represent the Chief Planner at Planning Committees when required to explain individual applications and recommendations and advise Members on matters of planning policy.
• Appear as an expert witness at Local inquiries when required on issues that are more complex or wider that standard development control considerations.
• Interpret, apply and enforce current town planning and other associated legislation and literature that form the framework and background for development control

We require the following:

• Experience of managing staff in a planning environment
• Experience of running a heavy personal caseload and managing the delivery of reports to a strict deadline.
• Experience of advising staff, Members and the public of the need for planning permission and the likelihood of permission being granted.
• Experience of preparing and giving evidence at major planning inquiries.
