TXM Recruit has a new exclusive permanent opportunity for a Design & Construction Manager with a large Rail company in the North of the UK.

Role Overview:

Deliver a cost-effective, high-quality, and safe approach to design, construction, commissioning, and compliance with relevant standards & legislation. Oversee all programme design and construction activities. Ensure appropriate engineering & safety resources are deployed to manage safety and compliance throughout the project lifecycle. Define & develop team processes and management systems to provide guidance and ensure compliance with key requirements. Undertake site audits and accident & incident investigations, and coordinate feedback of lessons learned & safety improvements.

Role Responsibilities:

  1. Ensure Infrastructure & Property Projects are engineered to the relevant Railway & Industry standards and specifications, and that design and construction contracts include references to and are compliant with appropriate Industry, Railway Group, Network Rail Company standards, formal specifications, and procedures.
  2. Monitor & audit projects for compliance with Railway & Industry Standards such as Building Regulations.
  3. Provide engineering & construction advice to project managers regarding design, construction activities, testing, commissioning, and site supervision. Ensure design and construction elements meet legislative requirements, including CSM and CDM regulations.
  4. Support the Project Manager in assessing the competence of design and specialist consultants and contractors, and monitor performance to ensure quality in the supply chain.
  5. Review project design and construction activities. Audit engineering compliance to ensure management systems are adequate concerning the quality of design, construction, testing, and commissioning activities.
  6. Monitor safety management & compliance across the project portfolio, including CSM and CDM.
  7. Oversee site team activities and the utilization of professional service providers in coordinating site safety.
  8. Audit Contractor’s on-site delivery quality during key construction activities and snagging & closeout stages.
  9. Ensure the quality assurance of engineering requirements through adherence to ITP arrangements.

Essential Qualifications and Experience:

  • Significant experience in engineering disciplines, ideally with involvement in design & construction projects across multiple disciplines in the Rail Industry.
  • Technical qualifications to Degree level or equivalent.
  • Membership of a relevant professional institution.
  • Knowledge of safety management (including CSM and CDM) and quality assurance.
  • Understanding of environmental issues in construction.
  • Knowledge of relevant UK/European Standards, Railway Group & Line Standards, and Building Regulations.
  • Experience working with design houses and delivery organizations/delivery partners.
  • Proven team working skills and ability to work independently.
  • Excellent communication skills.

Desirable Qualifications:

  • Chartered status (or working towards) or equivalent in the discipline.
  • NBOSH/IOSH or similar qualification.
