Job description

For jobs located in Wales, the ability to speak Welsh is desirable.

The Department for Work and Pensions (DWP) is one of the government’s largest public service departments, serving over 20 million citizens with a sizeable annual budget.

The estate spans 1.4 million square metres across 800+ sites and supports around 78,000 colleagues.

Our vision includes DWP colleagues, supply chain, partners, and most importantly, the customers we serve. They are the reason for our existence.

We are responsible for the day-to-day operation of our estate by managing a private sector supply chain that delivers services such as Security Guarding, Maintenance, Property and Leasehold Management, Construction, Cleaning, and Facilities Management.

DWP Estates is about transformation, not just maintaining buildings. Our strategic goals include:

  • Transitioning to a smaller, more affordable, and adaptable estate to meet future needs
  • Investing in infrastructure through planned replacement works
  • Embedding sustainability in line with Government Greening Commitments (GGCs)
  • Delivering cost-effective services while maintaining high standards
  • Creating a professional, best-in-class working culture across the Government Property profession

Our Estates strategy ambitions through 2030 are:

• OPTIMISE: Transition to a more affordable and adaptable estate

• INVEST: Invest in improved environments that meet the needs of customers and colleagues

• SUPPORT: Promote sustainability across DWP

• DELIVER: Provide cost-effective, high-quality services

• THRIVE: Develop a top-tier working culture in DWP Estates

Now is an excellent time to join the award-winning DWP Estates team.

The Deputy Service Manager role is key, primarily working within the Total Facilities Management (TFM) contract. It is part of the Service Manager Function within the Estates Supplier Management & Assurance Team (ESMA) in the DWP Estates Directorate. You will lead a small team and oversee the detailed administration of our TFM contract across the entire DWP estate.

You will collaborate with suppliers, finance, legal, and operational colleagues. Your main focus will be meticulous contract administration, stakeholder engagement, and working with colleagues across functions to resolve challenges effectively.

Key accountabilities
  • Act as a delegated Service Manager for the TFM Contract, managing progress of contractual early warning notices and compensation events based on detailed contract knowledge.
  • Serve as a key contract and stakeholder manager between estates and the supplier, conducting regular meetings to resolve issues within NEC4 contractual timeframes.
  • Understand end-to-end contract management, considering risks, mitigation, and payment processes with estate subject matter experts.
  • Ensure compliance with NEC4 contractual policies across all parties.
  • Enhance supplier relationships and improve post-award performance and processes.
  • Support negotiations and develop supplier strategies for future sourcing activities.
  • Provide strong leadership to ensure team clarity, focus on service delivery, and contribution to strategic estate goals.
  • Promote a 'one team' culture and build professional stakeholder relationships.
  • Lead strategic supplier review meetings and governance processes, ensuring procedures are followed and results achieved.
  • Escalate issues appropriately while maintaining respectful communication.
  • Report and address deficiencies, implementing performance improvements.
  • Support negotiations for value-for-money settlements and savings initiatives.
  • Champion the authority's operating model and organizational plans.
  • Contribute to the development of Supply Chain Management capabilities and support professional growth.
