Job description

The Government Property Agency is the largest property holder in government, with more than £2.1 billion in property assets and over 55% of the government’s office estate.

We are transforming the way the Civil Service works by creating great places to work, leading the largest commercial office programme in the UK, working towards halving carbon emissions from government offices, and achieving greater value for taxpayers. We are looking for innovative, solutions-focused people to join our team.

Representing the best covenant in the UK – His Majesty’s Government – we are leading significant transformational programmes such as the Government Hubs Programme, Whitehall Campus Programme, and Net Zero Programme. We also deliver cost-effective property services such as asset management, lifecycle replacement, and workplace services.

Innovation and progress underpin our behaviours. We foster a culture of lifelong learning, where curiosity and self-improvement are encouraged. Our four core values are at the heart of everything we do, shaping our culture and guiding how we work, lead, and grow together:

  • Striving for excellence- We always aim to deliver great results
  • Empowering through respect- We insist on fair treatment for all, always
  • Acting with integrity- We consistently do the right thing
  • Succeeding together- We rely on each other to achieve success

We are committed to representing the communities we serve by making Equality, Diversity, and Inclusion (EDI) part of everything we do. Our strong emphasis on EDI is not just about driving inclusion across our organisation, but also about ensuring our services meet the needs of government departments and the civil servants who use our spaces. To ensure that we are always recruiting and retaining a diverse mix of talent, we particularly invite applications from candidates who are disabled, ethnically or gender diverse, and people who identify as LGBTQ+.

Join our dynamic and diverse team that leads with purpose, improving sustainability, nurturing social value, driving inclusivity and flexibility, and kickstarting economic growth. We are driven by purpose, and you can be part of it too: where you make a meaningful impact; where you influence; where your voice really matters; where you help to shape our future direction.

The role being recruited is a Deputy Project Manager, supporting the investment programmes managed by Property Services Project Delivery. This role will be attached to the Net Zero Programme, with matrix support to the Lifecycle Replacement Programme as directed by the Programme Manager (Net Zero).

The GPA Property Services Project Delivery Team has three programmes of delivery:

  • The Net Zero Programme (NZP)
  • The Lifecycle Replacement Programme (LCR)
  • The Client Requested Projects Programme (CRP)

The successful candidate and any reserve list candidates may be required to work on other programmes and regions in the future.

The Deputy Project Manager for Net Zero will be required to:

  • Support the strategic development and delivery of the Net Zero Programme (reporting to G6 Programme Manager with matrix line management by G7 Project Manager) to ensure the programme delivers its interventions to cost, time, and quality, aligned with GPA’s strategic sustainability objectives to accelerate to net zero.
  • Work closely with the wider Project Delivery Team to ensure projects are executed on time, within budget, and to standards, with benefits realized.
  • Provide contract management support to GPA’s multidisciplinary project teams and, where required, manage building works contractors.
  • Lead stakeholder engagement as part of the programme’s interface with other GPA directorates, government departments, and key stakeholders to align the programme with other policies and procedures.
  • Produce and present reports reflecting the programme’s progress.

Key Responsibilities

  • Manage the delivery of Due Diligence and Energy Performance Certificate (EPC) surveying projects to improve asset condition and performance across the GPA portfolio, in line with GPA strategy and UK Government energy policies.
  • Provide net zero information, advice, and guidance to internal and external stakeholders.
  • Work with the Programme Management Office to ensure department requirements inform the Net Zero Programme planning and delivery.
  • Collaborate with multi-disciplinary teams to ensure projects are delivered on time, within budget, and meet benefits realisation outcomes.
  • Manage relationships with customers and supply chain partners, ensuring data is used to produce reports and calculate benefits.
  • Support the development of business cases, funding bids, and applications to secure funding for strategic objectives.
  • Prepare reports for stakeholders, senior staff, and GPA committees, reflecting programme performance and benefits.
  • Liaise with Finance to ensure budget management, including purchase orders, invoices, and recharges.
  • Respond proactively to stakeholder enquiries related to net zero initiatives.
