Overview
To provide support, leadership and development within the Compliance team to ensure the efficient and effective development and management of the team\'s regulatory activity. To ensure services are prepared for CQC visits, Mental Health Act Monitoring Visits and supported to respond to findings through a total quality management process. To work collaboratively with the wider senior nurse and management group within the care groups of the Trust and across both the compliance and quality standards team. The Deputy Head of Compliance will work across the Trust ensuring teams deliver recovery focused nursing care to patients in line with specific standards regulated by the Care Quality Commission (CQC). Lead and support the Trust\'s approach to CQC regulatory activity and preparedness. Undertake Quality Standards reviews of services across Trust sites offering support, oversight and guidance to the staff team through supervision and leadership skills. The post holder impacts Trust wide activities and with clinical and non-clinical staff across a wide range of disciplines and specialties to ensure they comply with regulated standards. To work in close collaboration with all grades of staff and executives. Effective national networking is also required.
Responsibilities
- Lead and support the Trusts approach to CQC regulatory activity and preparedness.
- Undertake Quality Standards reviews of services across Trust sites offering support, oversight and guidance to staff through supervision and leadership.
- Impact Trust-wide activities with clinical and non-clinical staff to ensure compliance with regulated standards.
- Work in close collaboration with all staff grades and executives; develop effective national networks.
- Manage DBS checks: applicants pay for DBS; costs are deducted from salary (standard £26.40 or enhanced £54.40) over the first 2 months; enrol for DBS Update Service (annual fee £16).
- Manage 1-2x Band 7 direct reports and Band 4 administrator roles; support wider team to apply fundamental CQC standards.
- Advise on the appropriate use of service resources and environments.
- Involvement in recruitment, selection and retention of staff; identify in-house training and development needs.
- Deputise for the Head of Compliance in their absence and take responsibility for departmental functions.
- Collaborate with senior leaders and clinical teams to ensure Care Groups and Units understand CQC requirements across all service lines.
- Provide advice on compliance standards reflecting current best practice; develop and lead a peer review framework across the Trust.
- Develop and coordinate a robust monitoring and reporting system; ensure AMaT data management system is updated with evidence of compliance against CQC fundamental standards.
- Maintain and archive evidential documents per required standards (e.g., CQC self-assessment tools) and manage communications with the CQC.
- Meet statutory obligations and standards for healthcare governance (Health and Social Care Act 2008; Care Quality Commission Regulations; Mental Health Act 1983; Mental Capacity Act 2005).
- Develop and deliver core/advanced training and educational packages for identified staff groups; ensure interventions are evidence-based.
- Evaluate systems of work through audits for quality assurance; ensure accurate, timely records linked to compliance with regulated standards.
- Implement and enforce infection prevention and control principles per policy and guidance.
- Advise on the application of relevant legislation and national directives (Mental Health Act, Mental Capacity Act, Deprivation of Liberty Safeguards).
- Demonstrate safeguarding responsibilities for children and vulnerable adults and make timely safeguarding referrals as required.
- Facilitate patient and carer engagement and involvement as experts by experience and peer reviewers in quality standards reviews.
Requirements and Qualifications
- Experience in regulatory compliance, CQC standards and quality assurance within healthcare settings.
- Ability to deputise for the Head of Compliance and lead cross-team collaboration.
- Strong leadership, supervisory and development skills with the ability to manage multiple teams.
- Knowledge of the Mental Health Act, Mental Capacity Act, Deprivation of Liberty Safeguards and safeguarding policies.
- Excellent communication and networking skills at all levels of an organisation.
- Evidence-based approach to interventions and training; ability to develop monitoring and reporting frameworks.
