This vital role is integral to the Authority and requires a comprehensive understanding of service delivery, programme & project management and risk. The successful candidate will play a key role in driving and facilitating the achievement of IBCA's objectives, collaborating with diverse departmental professionals to ensure that all activities align with a unified strategy.

The Deputy Director Planning and Implementation will play a crucial role in IBCA. This position requires close collaboration with senior leadership to establish and refine planning processes to align with organisational goals. The successful candidate will be responsible for overseeing project management activities, coordinating cross-functional teams, and monitoring progress against strategic objectives. They will foster a culture of continuous improvement and innovation while providing expert guidance on best practices in planning and implementation.

The ideal candidate will possess strong leadership and analytical skills, along with the ability to communicate effectively with a diverse range of stakeholders, ensuring that departmental plans are strategically developed and implemented efficiently and effectively. This role includes managing projects, coordinating resources, and engaging with stakeholders to achieve overarching organisational objectives.

At the moment all IBCA roles are hosted by Cabinet Office within the Civil Service. However, once IBCA becomes operational, it is anticipated that these roles may transfer to IBCA, which is a new public body separate from the Cabinet Office and independent of the Civil Service. Roles that transfer to IBCA from Cabinet Office will maintain the same or substantially the same terms and conditions of employment that are overall no less favourable and it is anticipated that employees who move from Cabinet Office to IBCA will be able to continue to participate in the Civil Service Pension arrangements with no break in their pensionable service.

Job Description:

Key Responsibilities

  • Support IBCA in developing and sustaining strong relationships with key stakeholders to facilitate workforce planning.
  • Collaborate with senior leadership to develop long-term strategic plans, ensuring they align with the organisation’s vision and objectives, and facilitate collaboration and communication throughout the planning and implementation phases.
  • Regularly review project outcomes and provide reports to senior management, identifying areas for improvement.
  • Lead and coordinate business planning within IBCA across the directorates.
  • Use thorough analysis and research to inform planning processes.
  • Conduct centralised workforce planning, business planning, organisation-wide reporting, KPI management, assurance, and risk management to facilitate the successful implementation of varied projects and workstreams.
  • Collate information from across the broader IBCA directorate to feed into reporting on Delivery, Risk, and Performance for the Board, ARC, and Parliament.
  • Oversee corporate risk management by establishing best practices and standardising risk management procedures throughout the organisation.
  • Ownership of performance management and the collation of data for KPI reporting.
  • Create metrics and KPIs to evaluate the effectiveness of implementation strategies.
  • Provide leadership on assurance, acting as the liaison between internal audit and the CEO/IP Agency, while promoting best practices in assurance throughout the organisation.
  • Facilitate the programme management office to support strategic project delivery across IBCA.
  • Represent the organisation at meetings and events, advocating for initiatives and building support for projects.
  • Foster a culture of continuous improvement and innovation within the team.
  • Contribute to the development of policies and frameworks that guide planning and implementation activities.
  • Ensure compliance with relevant regulations and best practices.

  • The ability to navigate ambiguity and maintain professionalism in a high-pressure environment, taking responsibility for delivery and collaborating with others to achieve goals based on a clear understanding of priorities within the area.
  • Strong skills in managing senior stakeholders across varied professions, including at the ministerial level or equivalent, coupled with excellent verbal and written communication abilities.
