Job Description
The Environment Agency is committed to delivering a more circular and Net-Zero economy by reducing waste and carbon emissions through regulation of various market-based schemes. An ambitious government reform programme is expanding our duties, leading to team growth. The Environmental Markets & Regulation (EM&R) team in Operations oversees the regulation of schemes including Producer Responsibility Waste markets, Carbon Markets, Hazardous Waste, Chemicals, Carriers, Brokers and Dealers, and International Waste Shipments. They also manage National Income Services.
We are recruiting an additional permanent Deputy Director to support the delivery of emerging and existing regulatory regimes driven by government reform and environmental ambitions.
This role requires providing strategic leadership and management of our specialist operational teams, which deliver high-impact services nationally and internationally. You will collaborate with government, industry, and partner regulators to uphold operational standards, deliver activities, and provide expert regulatory guidance. Your excellent communication and problem-solving skills will facilitate effective relationships with stakeholders, manage expectations, and champion compliance activities.

As an inclusive leader, you will contribute to the wider Agency goals through participation in the National Regulation & Monitoring (NRM) Leadership Team and the Operations Executive Group, fostering relationships across Operations and the broader organization to ensure ongoing delivery and community impact.
The EM&R team within NRM comprises five teams responsible for regulation of waste markets, climate markets, national income services, and hazardous waste, chemicals, carriers, brokers, and dealers. Currently, approximately 550 staff, with plans for growth, work closely across Operations, Environment & Business, Legal Services, and government bodies.
Experience/Skills Required
This role operates with autonomy, translating policy into impactful delivery, and requires navigating complex political environments to represent and build trust with stakeholders. A professional qualification in any discipline is preferred.

Responding to incidents is integral; availability for incident response or business continuity during incidents is required, with full training provided.
Strong delegation and remote leadership skills are essential for managing teams nationwide. Diversity in background and experience is valued.
