Job Description
The Environment Agency is working towards a more circular and Net-Zero economy by reducing waste and carbon emissions through regulating various market-based schemes. Due to an ambitious Government programme of regulatory reforms, our teams are expanding to deliver new duties. The Environmental Markets & Regulation (EM&R) team in Operations oversees the regulation of schemes including Producer Responsibility Waste markets, Carbon Markets, Hazardous Waste, Chemicals, Carriers, Brokers, and International Waste Shipments. They also manage National Income Services.
Role Overview
We are recruiting a permanent Deputy Director to support the delivery of emerging and existing regulatory regimes driven by government reform and environmental ambitions. You will provide strategic leadership and management of our operational teams, working with government, industry, and regulators to deliver standards, activities, and technical regulatory guidance. Your communication and problem-solving skills will foster effective relationships with stakeholders, manage expectations, and promote compliance.
Your leadership will champion health, safety, wellbeing, diversity, and inclusion. You will connect strategic thinking with team support, delegation, and negotiation. You will also contribute to the wider Agency goals through participation in leadership teams, building relationships across Operations and beyond.
Team Details
The EM&R team within National Regulation & Monitoring (NRM) comprises about 550 staff across five teams, responsible for regulating various markets and services related to environmental standards. The team collaborates closely with Operations, Legal, Environment & Business sectors, and government bodies.
Experience and Skills Required
The role requires autonomous operation, translating policy into impactful delivery, and representing the organization in complex environments. A professional qualification in any discipline is desirable.

This role involves incident response responsibilities, with full training provided. Effective remote leadership and delegation skills are essential.
