Job summary

Lead the charge in shaping the future of Britain’s energy networks. Ofgem is looking for a Deputy Director – Engineering Strategy & Resilience to join us and drive the strategic transformation of our national infrastructure through expert engineering oversight, bold leadership, and a focus on resilience.

We’re offering a permanent leadership role that places you at the heart of Britain’s response to climate change and energy transition. In this highly strategic position, you’ll be responsible for building our new asset health inspection capability and leading the scrutiny of strategic network development plans that underpin the future reliability, security, and sustainability of our gas, electricity and hydrogen systems.

This is a rare opportunity to shape a function from the ground up, designing inspection standards, building a team of inspectors, embedding frameworks for accountability, and overseeing the long-term resilience of critical energy infrastructure. At the same time, you’ll ensure that network planning processes, led by NESO and operators, are robust, forward-looking and deliver value for consumers, communities and the environment.

You’ll lead multidisciplinary teams across policy and engineering, influence code reform and steer the development of standards for a decarbonised future. Your work will help ensure our regulatory frameworks are underpinned by cutting-edge technical understanding and a commitment to both reliability and innovation

We’re looking for someone with deep engineering and asset management expertise, gained from senior roles in energy systems. You’ll need a strategic mindset, a strong grasp of how GB commercial and regulatory frameworks operate, and proven experience of leading large, complex programmes and teams. Chartered status is essential, and so is the ability to communicate complex technical information with clarity to senior, non-technical audiences.

We have a critical purpose to create a safer, more resilient energy system by building an asset health inspectorate and ensuring network development planning is strategic, anticipatory, and aligned with the UK’s decarbonisation goals. This is a role that combines high-level strategic impact with deep technical responsibility.

This role involves leading a multidisciplinary team of engineering and policy experts to support Ofgem’s wide-ranging activities. A key focus is the development and operation of a new Asset Health and Resilience function, including an Asset Health Inspectorate, to ensure the reliability of critical energy infrastructure in the face of climate change. The postholder will oversee the technical scrutiny of strategic network development plans across gas, electricity, and hydrogen networks, ensuring climate resilience is embedded in planning and asset management.

The role also includes leading the review and development of technical codes and standards, supporting Ofgem’s strategic role in energy code reform and decarbonisation. The successful candidate will provide expert advice across Ofgem and to government, manage relationships with a wide range of stakeholders—including network operators, trade bodies, and innovators—and ensure high-quality project delivery through effective leadership and inclusive management.

Person specification

  • Extensive experience in an engineering leadership role in an energy network company with extensive engineering sector experience in a technical role. (Lead)
  • Detailed knowledge and experience of the commercial and regulatory framework of the GB Gas & Electricity Industry (Lead)
  • First-hand knowledge and experience in network asset management, including policy development, monitoring & inspections, managing risk and identifying interventions.
  • Detailed technical knowledge on strategic planning of gas and electricity networks, and the technical codes and standards that underpin the energy system.
  • Expertise/capability in a related professional specialism, evidenced through an appropriate professional qualification – Chartered Status or Fellowship of the appropriate professional body.
  • Ability to communicate complex technical concepts to senior leaders and non-technical policy leads
