We are looking for an experienced acute operational manager to be part of our senior leadership team and to be a key part of our future. Main duties of the job

The Deputy Chief Operating Officer (DCOO) will be required to work across the full dimension of the Chief Operating Officer's portfolio, covering urgent and elective care, constitutional standards, productivity, safety and day-to-day oversight of the operational delivery. The post holder will have direct responsibility for leadership of site flow and complex discharge teams overseeing site capacity and flow, as well as a broad range of agendas across elective care supporting triumvirate teams in their delivery.

The DCOO will also directly support our Emergency Planning and Response and will be required to lead across divisions, linking teams inside and across the health community to ensure delivery of care for our patients without delay. The post holder will be expected to work on behalf of and in partnership with the Deputy COO, deputising both internally and externally as required.

Person Specification

Qualifications and Further Training

• Knowledge of performance frameworks, safety, financial procedures and statutory regulations and evidence of working with these
• Educated to degree level or equivalent
• Relevant Masters professional qualification or equivalent

Experience

• Senior level experience in an operational capacity within the NHS and preferably in an Acute Trust

Knowledge

• Thorough knowledge and understanding of the concepts and practices of integrated service planning in complex organisations, analysing, synthesising and using complex data as the basis for strategic and tactical decisions, and scenario planning.

Skills

• Track record of successful organisation wide project management, including as Senior Responsible Officer (SRO)/Sponsor of formal change initiatives.
• Demonstrable understanding of the structure and framework of the NHS and how the Trust delivers care within this.
• Highly developed leadership, negotiation and influencing skills with the ability to motivate and engage individuals.
• Substantial change management capability with proven and measurable results, based on and promoting positive culture and organisational values.
