Job summary

Richmond and Wandsworth Councils is looking for a Democratic Services Officer to support local democracy across both boroughs. Based mainly in Twickenham, you will provide advice and information to councillors, prepare agendas, take minutes, and help run meetings in-person or digitally.

You will work with officers and politicians, develop solid knowledge of local government procedures, and may be required to travel across sites. The role emphasises training, equality, and flexible working.

Qualifications

  • Attend meetings, prepare agendas, take minutes and advise on basic procedural issues.
  • Sound knowledge of local government legislation and its application to decision-making.
  • Working knowledge of ModGov or other committee management system; support for virtual/hybrid meetings.
  • Ability to write clearly and concisely, particularly minutes and committee reports.
  • Clear oral communication to a wide audience (Members, Senior Management, public).

Responsibilities

  • Analyse documents or discussions; extract and summarise key points.

Looking to develop a career in local government and governance? This is a great opportunity to support local democracy, work alongside politicians and senior officers across all departments, as well as providing advice and information to the public.

Whether you are looking for your first job in this area or want to build on your experience, we are looking for a highly motivated person to join our democratic services team. You will be based mainly in Richmond, but you may be required to work flexibly across both boroughs, as necessary. We will support you to progress in the role. We offer training and the opportunity to gain a qualification relevant to your work.

Your work base will be historic York House in Twickenham. We offer a mix of office and working from home. Attendance at evening meetings, held in person, is also required.

You Will Be Required To
  • Develop and demonstrate a solid knowledge of the constitutional and legislative framework for local authority decision making and an ability to provide detailed advice to councillors and senior managers.
  • You will be able to analyse documents or discussions and extract and summarise the key points.
  • You will demonstrate strong communication skills, political sensitivity, effective prioritisation skills and an ability to work well in a team.
  • The Council champions digital innovation and smarter ways of working. Experience of virtual/hybrid meeting and webcasting technology would be a bonus.
