We are looking for an enthusiastic, passionate, and experienced Delivery Manager to assume overall responsibility for and management of the delivery of a significant and focussed workstream(s) within a large and complex transformation programme for a large NI Public Sector Customer.

In this role, you will be responsible for end-to-end delivery of your assigned programme workstream(s) and projects, using best practice methodologies. You will manage client relationships through reviews, governance, and reporting, and build relationships with the Customer’s Internal Team and Senior Stakeholders. You’ll plan delivery within the overall programme plan, manage resourcing, and handle change management. You’ll coordinate with other Delivery Managers, manage dependencies, risks, issues, and oversee subcontractors, vendors, and third parties. You’ll also assist with programme governance, financial management, and reporting.

The role requires extensive experience in programmes/projects, including requirements gathering, planning, governance, risk management, resourcing, financial management, change management, and reporting. Demonstrable experience should include:

  • Managing workstreams within large Business Change and Transformation programmes in the Northern Ireland Public Sector
  • Orchestrating efficiencies across multiple projects within a large programme
  • Leveraging delivery team capabilities for budget efficiency
  • Controlling costs and resourcing to meet standards
  • Managing stakeholder and third-party relationships
  • Managing risks and issues, assessing criticalities and contingencies
  • Ensuring smooth transition to Managed Service with minimal impact

Responsibilities

  • Support Programme Director and Senior Management on delivery and governance
  • Assist with programme scoping and defining your Workstream(s)
  • Create comprehensive Workstream Plans and update them as needed
  • Drive successful delivery by managing dependencies, issues, and risks
  • Lead Agile or Hybrid projects on time, within budget, and with quality
  • Perform standard Delivery Manager duties including scope, planning, RAID analysis, governance, and risk management
  • Ensure delivery aligns with standards and governance
  • Communicate proactively with stakeholders and manage escalations
  • Establish and monitor IT Governance mechanisms
  • Follow IT Demand and Governance processes
  • Engage and manage stakeholders and senior executives
  • Manage partner, vendor, and third-party relationships
  • Lead and motivate delivery teams
  • Continuously improve project and workstream practices
  • Collaborate with cross-functional teams including sales, operations, and technical leads
  • Act as an advocate for the Programme externally

Qualifications

  • Proven experience in Project Management, with certifications like Prince2 Practitioner, PMP, MSP, or similar
  • 3rd level qualification in a relevant field or equivalent
  • Experience managing large transformation programmes delivering efficiencies and benefits
  • Experience delivering projects in an Agile environment and managing Application Delivery Teams
  • Excellent communication and presentation skills across all organizational levels
  • Agile, proactive, and resilient approach to change and uncertainty
  • Ability to mentor team members and a strong drive for successful change delivery
  • At least 3+ years’ experience as a Programme or Senior Project Manager
