Delivery Manager, DV Cleared

We are seeking a highly experienced and security-cleared professional to join our team as a Senior Telecommunications Liaison and Delivery Manager. The ideal candidate will possess a strong background in working with UK telecommunications operators, law enforcement, and intelligence agencies, with demonstrable expertise in managing sensitive operational capabilities. This individual will serve as a critical interface between government stakeholders and telecom partners, ensuring compliance with legal mandates such as the Investigatory Powers Act, while managing the secure delivery of strategic projects and operations.

Rate - £800.00 per day inside IR35

Location - Hybrid work model

Duration - 12 months with the opportunity of extension

Key Responsibilities

1. Stakeholder Engagement & Liaison: Build and maintain strong, trust-based relationships with a wide range of stakeholders including telecommunications providers, law enforcement bodies, intelligence agencies, and regulatory authorities.
2. Investigatory Powers Act Compliance: Provide subject-matter expertise on the Investigatory Powers Act, ensuring all activities, collaborations, and system implementations comply with relevant legislation, standards, and ethical frameworks.
3. Secure Capability Delivery: Lead and manage the secure delivery of sensitive telecommunications-based capabilities, ensuring robust project governance, risk mitigation, and quality assurance across all stages of the delivery lifecycle.
4. Operational Oversight: Provide operational oversight for telecoms infrastructure, support the coordination of lawful intercept capabilities, and assist in readiness for national security or law enforcement requirements.
5. Risk & Compliance Management: Evaluate and address potential legal, regulatory, or reputational risks. Ensure robust processes are in place for information assurance, data protection, and operational security.
6. Policy & Advisory Support: Support internal teams and partners with guidance on telecoms law, network architecture implications, and lawful access obligations, offering insights to shape national policy where relevant.
