Job summary

Turner & Townsend seeks a Programme Governance, PMO & Advisory Consultant to deliver governance, PMO, assurance, mobilisation and performance services across UK Defence, Rail, Infrastructure and Digital/AI programmes.

You may be on client sites or Turner & Townsend offices up to 60% of the time, with hybrid working and flexible arrangements to support project delivery. Strong governance and stakeholder skills are essential.

Qualifications

• Experience operating in PMO, governance, assurance or programme performance roles.
• Experience supporting complex projects within Defence, Rail, Infrastructure or Digital/AI.
• Strong stakeholder engagement and communication skills for senior leadership.
• Experience establishing governance reporting structures and control processes.
• Understanding of programme lifecycles and delivery best practices.
• Experience with reporting, MI or performance measurement tools is advantageous.
• Experience in Defence or highly regulated environments is desirable.
• Membership or qualifications from professional bodies (APM/PMI/MSP/PRINCE2/MoP or equivalent).
• Experience supporting mobilisation, assurance reviews or recovery activities.

Responsibilities

• Establishing and improving PMO, governance and programme management frameworks across projects, programmes and portfolios.
• Supporting mobilisation activities, helping clients establish delivery structures, roles, processes and controls.
• Developing and maintaining assurance and quality arrangements to support successful outcomes.
• Producing and presenting programme performance information and insights for decision-making.
• Supporting governance forums, boards and senior stakeholder engagements with structured reporting.
• Driving continuous improvement across programme delivery, PMO and project management practices.
• Supporting programme reviews, health checks, interventions and recovery activities as required.
• Collaborating with Risk, Transformation and AI teams to improve overall performance.
