Job Summary

An exciting opportunity has arisen within Defence Safety Authority (DSA) for a Maritime Co-ordinator in the Defence Maritime Regulator (DMR) team.

The DSA is responsible for the regulation of Defence Health, Safety and Environmental Protection, operating under a Charter from the Secretary of State for Defence (SofS). The DSA provides independent assurance directly to the SofS that the law is complied with and the policy on safety in Defence is being promoted and implemented whilst Defence activities are conducted.

The DMR is one of eight regulators within the DSA and is tasked to provide regulation, assurance, and enforcement across the Defence Maritime Domain. This comprises all Defence maritime activities which includes, but is not limited to, warships, submarines, landing craft and boats across Defence, Defence ports, harbours, marine facilities, and Defence diving, both Military and commercially contracted diving, in support of defence activities. As new technologies and vessel types, such as autonomous vessels or the involvement of Artificial Intelligence emerge, DMR are constantly looking at the maritime scope to ensure that safety and environmental protection are assured going forward.

DMR consists of four sections: Executive and Enabling (E&E), Regulation and Compliance, Shipping and Diving Inspectorate and Maritime Assurance Inspectorate. This post falls within the DMR E&E section which primarily provides administrative, analysis and planning capabilities across DMR.

This position is advertised at 37 hours per week. We operate a hybrid working model that allows you to work between home and on-site as business needs permit, giving you greater flexibility about where and when you work. Job Description

The Maritime Co-ordinator is accountable to the DMR Executive and Enabling Section Head. This role entails strategic planning, collaborating, and delivering through others, to meet both short and longer-term goals in collaboration with Military and Civilian colleagues.

The main responsibilities of the Maritime Co-ordinator fall into 3 groupings:

  • Planning and associated tasks
  • Collaborating with Section Heads to plan DMR activities, align resources to maximise risk-based assurance, prioritise tasks and to ensure key tasks are adequately resourced.
  • Horizon scanning of longer-term domain developments and generating future skill set, resource level and supporting tool requirements needed to regulate, assure, and enforce future requirements.
  • Develop the DMR ten year forward view, transition plan, and the annual business plan.
  • DMR financial planning and budgetary submissions.
  • Training requirements – especially to meet emergent technologies from horizon scanning activities.
  • Monitor and manage the DMR Deferred Activity Register.
  • Co-ordinate DMR Business Risk Management activities.
  • Act as lead and point of contact for above tasks in routine and development interaction with DSA Headquarter and other regulators.
  • Other activities as required to cover any team member absences.
  • Operating Model and Operating
  • Management of the DMR Operating Model and its links to wider organisational models.
  • Management of the DMR Operating Guide and interfaces with DSA processes.
