Job summary

The Royal Borough of Kensington & Chelsea Council is seeking a Decarbonisation and Sustainability Project Manager to lead the transformation of the Lancaster West Estate. The role focuses on delivering carbon-neutral social housing by 2030, including residents' engagement and heat-network delivery.

Based in the Borough three days a week, you will oversee budgets, governance and timelines while coordinating with engineers, contractors and funders to meet environmental goals.

Qualifications

As our Decarbonisation and Sustainability Manager, you'll work on the transformation of the Lancaster West Estate to create carbon‑neutral social housing by 2030. It provides a chance to work directly alongside residents to deliver greener, warmer homes and drive meaningful environmental change.

Working Style

You’ll be based in the Borough for three days a week, working directly within the Lancaster West Neighbourhood Team and out on the estate to serve the local community. Whether you're collaborating with technical partners or engaging with residents on the ground, you'll be part of a dedicated team making a real difference to people’s everyday lives.

What you'll be doing

Your focus will be taking full ownership of scoping and managing high‑impact decarbonisation projects across the estate. You will drive forward major sustainability initiatives, including supporting the delivery of the Notting Dale Heat Network, the estate‑wide net‑zero retrofit programme and taking homes off gas.

A typical day will involve balancing strategic oversight with practical project delivery. You’ll maintain tight control over timelines, budgets and governance while developing robust business cases, project plans, risk logs and exception reports. Working alongside engineers, contractors, funders and refurbishment colleagues, you’ll ensure every project aligns closely with our environmental objectives.

Securing funding will be a part of your role, alongside using smart technology and data to track carbon reduction and build clear performance dashboards. Above all, you’ll champion resident voices by embedding co‑design, surveys and interviews into every stage of delivery, ensuring community needs shape every project we complete.

What you'll bring

You'll bring a strong track record of managing complex projects to completion on time, on budget and to a high standard. You hold a degree or comparable hands‑on experience, alongside a recognised project management qualification such as PRINCE2 or Agile.

You're highly analytical, with proven skill in working with figures, statistics and datasets to build clear dashboards and inform strategic choices. You're also an excellent communicator - someone who knows how to translate complex technical topics into clear, logical reports, present with confidence to diverse stakeholders and facilitate collaborative workshops.

Most importantly, you're a proactive, adaptable problem solver with a genuine commitment to resident co‑design. You bring a collaborative approach to working with colleagues, contractors and partners to achieve shared goals.

This role will require a standard DBS.
