Job summary

Johnson & Johnson Innovative Medicine in High Wycombe is seeking a Director to lead the European Health Data Space (EHDS) Programme Management. You will define strategy, governance, and an operational roadmap across Global Development, Legal, Privacy, Regulatory Affairs, Technology, and Data Transparency.

The role requires leading cross‑functional workstreams, managing risks and dependencies, and ensuring adoption of EHDS capabilities with a hybrid work model and case‑by‑case remote options.

Qualifications

• 10+ years of pharma/healthcare/technology leadership in large cross‑functional programs.
• Ability to set program direction, governance, and execution across global functions.
• PM certification such as PMP, PRINCE2, Agile, or SAFe preferred.
• Knowledge of EU regulatory data obligations and EHDS familiarity preferred.

Responsibilities

• Sets program strategy and integrated delivery for EHDS, aligning regulatory, business, and tech needs.
• Leads the integrated plan, milestones, outcomes, and success measures across multiple workstreams.

The position may be located Beerse, Belgium; Leiden, the Netherlands; High Wycombe/Maidenhead, UK; Allschwil, Switzerland; or Spring House / Titusville / Raritan, United States. Position Summary

The Director provides strategic and operational leadership for Johnson & Johnson Innovative Medicine's European Health Data Space (EHDS) programme. Reporting to the Head of Clinical Data Standards & Transparency, IDAR, the role is accountable for defining and delivering the EHDS strategy, governance, operating model, and implementation roadmap, translating evolving regulatory requirements into sustainable business capabilities.

The Director leads a complex, cross-functional programme spanning Global Development, Legal, Privacy, Regulatory Affairs, Technology, Data Transparency, MedTech, and other business functions. Through matrix leadership, the role drives alignment, manages enterprise-wide dependencies, enables decision-making, and provides leadership with visibility of progress, risks, resources, and key decisions.

Dedicated to EHDS, the role may also support closely related Clinical Data Transparency priorities to ensure successful implementation and long‑term adoption of EHDS capabilities.

You Will Be Responsible For

• Sets the program management strategy and integrated delivery approach for EHDS, ensuring alignment between regulatory requirements, business priorities, technology enablement, and operational readiness.
• Leads the integrated program plan, roadmap, milestones, outcomes, and success measures across Regulation Monitoring, Strategy Setting, Operating Model Design, Technology Enablement, Data Inventory and Cataloging, change management, and program governance.
• Directs program execution across workstreams, establishes clear accountability for outcomes, and ensures delivery remains aligned to agreed scope, quality, compliance, resources, and priorities.
• Establishes and oversees program governance, including decision rights, escalation pathways, integrated reporting, and the management of actions, risks, assumptions, issues, dependencies, and decisions.
• Advises the EHDS Implementation Lead and senior governance bodies on program direction, delivery options, trade-offs, material risks, resource needs, and decisions required.
• Navigates a complex stakeholder landscape, drives alignment on scope, requirements, priorities, and sequencing, and enables clear communication between leadership, workstream leads, business functions, and technology teams.
• Anticipates and manages strategic and operational risks, dependencies, delivery constraints, and competing priorities; drives proactive mitigation and resolution and advances material matters through the appropriate governance pathways.
• Directs resource and capacity planning across the program, including demand, allocation, external support, investment requirements, and the transition of capabilities into sustainable internal ownership.
• Ensures technology‑related activity is integrated with business requirements and operating processes, while maintaining clear accountability between business owners and technology delivery teams.
• Defines and leads all aspects of the program change strategy, including impact assessment, engagement, communications, training, readiness, adoption, and transition to business‑as‑usual operations.
• Oversees program performance, develops meaningful measures and insights, and uses them to identify corrective action, strengthen delivery rigor, and improve program efficiency.
• Leads the development of executive materials and concise program reporting that provides visibility of delivery status, upcoming decisions, risks, interdependencies, and required leadership action.
• Provides direction to external advisors, vendors, and communications partners; ensures deliverables, performance, and contractual expectations are aligned with program objectives.
• Represents J&J on EHDS program delivery matters with relevant external bodies, industry groups, and partners, as required and in coordination with the appropriate subject matter experts.
• Builds program management capability by establishing fit‑for‑purpose methods, tools, templates, and ways of working that can be sustained as EHDS requirements evolve.
• If assigned direct reports, is accountable for hiring, development, coaching, performance management, and succession planning. Where the role operates as an individual contributor, provides functional direction, mentoring, and matrix leadership to program colleagues.

Education And Experience Requirements

• Advanced degree in a scientific, technology, healthcare, or business discipline, or equivalent experience.
• At least 10 years of relevant pharmaceutical, healthcare, technology, or scientific experience, including substantial leadership of large, complex, cross‑functional programs!
• Demonstrated ability to set program direction, establish governance, lead execution, and deliver outcomes across multiple functions in a global matrix environment.
• Expert program and portfolio management capability, including integrated planning, risk and dependency management, resource planning, change, executive reporting, and decision governance.
• Formal project or program management certification, such as PMP, PRINCE2, Agile, or SAFe, is preferred.
• Working knowledge of the EU regulatory environment and data‑related obligations; familiarity with EHDS, GDPR, clinical trial transparency, data governance, or regulated technology implementation is strongly preferred.
• Ability to influence and negotiate with senior stakeholders, navigate ambiguity, and enable decisions where requirements and delivery pathways continue to evolve.
• Excellent written and verbal communication skills, including the ability to translate regulatory and technical complexity into clear program choices, plans, and executive‑level messages.
• Demonstrated leadership in problem solving, critical thinking, prioritization, and decision making.
• Experience leading people, senior individual contributors, vendors, or multidisciplinary teams.
• Some domestic or international travel may be required.
