Job summary

Oscar, a growing Financial Services organisation in London, is seeking a Data Governance Manager to own and mature its data governance framework. You will partner with Data Owners, Stewards, risk and technology teams to implement policies, standards and controls that improve data quality and regulatory readiness.

You will drive governance adoption, define metrics and reporting, and help build a trusted, enterprise-wide data management capability with senior leadership visibility.

Qualifications

  • Experience in Data Governance, Data Management or related discipline.
  • Strong understanding of governance frameworks, policies and operating models.
  • Experience establishing/leading Data Governance in complex organisations.
  • Knowledge of data ownership, stewardship, quality, metadata and business glossaries.
  • Proven ability to translate governance principles into practical controls and standards.
  • Experience with data quality remediation and risk management.
  • Familiarity with regulatory data requirements and data risk frameworks.
  • Knowledge of UK financial services regulation and regulatory reporting considerations.
  • Experience with data cataloguing and metadata management tools.

Responsibilities

  • Develop and continuously improve the Data Governance framework, policies, standards and processes.
  • Establish ownership and accountability for critical data across the organisation.
  • Collaborate with Data Owners and Data Stewards to define governance requirements and data management standards.
  • Maintain data governance policies on ownership, quality, metadata, classification, retention and usage.
  • Drive data quality improvements with standards, controls, monitoring and remediation frameworks.
  • Identify and remediate data quality issues with business and technology teams.
  • Support development and maintenance of data catalogue, glossary and metadata management.
  • Define critical data elements, definitions and business rules.
  • Work with Risk, Compliance, Information Security, Legal and Tech to ensure governance and controls.
  • Meet regulatory and industry data management requirements and reporting obligations.
  • Develop governance metrics, KPIs and reporting for governance maturity and key risks.
  • Establish governance forums and documentation processes.
  • Provide guidance to stakeholders on governance principles and best practices.
  • Promote data ownership and quality culture across the organisation.
  • Support data projects ensuring governance requirements are embedded from the start.
  • Identify opportunities to improve data management processes and operating models.
  • Maintain governance artefacts and documentation.
  • Act as SME for Data Governance across the business.

The Opportunity

I'm currently working with a growing Financial Services organisation that is looking to hire a Data Governance Manager to take ownership of and further develop its data governance framework.

This is an excellent opportunity for an experienced Data Governance professional to play a key role in improving how data is managed, controlled and used across the organisation. You'll work closely with senior stakeholders, data owners, data stewards, technology teams and business functions to establish strong governance practices and ensure data is trusted, well-managed and fit for purpose.

The organisation is continuing to invest in its data capabilities, with data governance becoming increasingly important across the business. This role will therefore have significant visibility and the opportunity to influence how data is managed at an enterprise level.

You'll be responsible for driving the adoption of data governance policies, standards and processes, improving data quality and ownership, and helping the organisation meet its regulatory, risk and compliance obligations.

Key Responsibilities
  • Develop, implement and continuously improve the organisation's Data Governance framework, policies, standards and processes.
  • Establish clear ownership and accountability for critical data across the organisation.
  • Work with Data Owners and Data Stewards to define responsibilities, governance requirements and data management standards.
  • Develop and maintain data governance policies covering areas such as data ownership, data quality, metadata, classification, retention and appropriate data usage.
  • Drive improvements in data quality by establishing standards, controls, monitoring processes and remediation frameworks.
  • Identify and manage data quality issues, working with relevant business and technology teams to understand root causes and implement sustainable solutions.
  • Support the development and maintenance of the organisation's data catalogue, business glossary and metadata management capabilities.
  • Define and maintain critical data elements, data definitions and associated business rules.
  • Work closely with Risk, Compliance, Information Security, Legal and Technology teams to ensure appropriate data governance and controls are in place.
  • Support the organisation in meeting relevant regulatory and industry requirements relating to data management, governance, privacy and reporting.
  • Develop data governance metrics, KPIs and reporting to provide visibility of governance maturity, data quality and key risks.
  • Establish governance forums and working groups, ensuring key data-related decisions are appropriately documented and managed.
  • Provide guidance and support to business stakeholders on data governance principles, policies and best practice.
  • Promote a strong culture of data ownership, accountability and data quality across the organisation.
  • Support data-related projects and transformation programmes, ensuring governance requirements are incorporated from the outset.
  • Identify opportunities to improve existing data management processes, controls and operating models.
  • Develop and maintain appropriate documentation, processes and governance artefacts.
  • Act as a subject matter expert for Data Governance across the business.
Essential Skills and Experience
  • Previous experience working within Data Governance, Data Management, Data Quality or a closely related discipline.
  • Strong understanding of Data Governance frameworks, principles, policies and operating models.
  • Experience establishing or managing Data Governance frameworks within a complex organisation.
  • Strong understanding of data ownership, data stewardship, data quality, metadata and business glossaries.
  • Experience working with Data Owners, Data Stewards and senior business stakeholders.
  • Proven ability to translate data governance principles into practical processes, controls and standards.
  • Experience identifying, managing and remediating data quality issues.
  • Strong stakeholder management skills with the ability to influence both technical and non-technical audiences.
  • Excellent communication skills, with the ability to explain complex data governance concepts clearly.
  • Strong understanding of data management risks, controls and regulatory requirements.
  • Excellent attention to detail and a structured approach to governance and documentation.
  • Ability to work across multiple business functions and manage competing priorities.
  • Experience working within a regulated or highly controlled environment.
  • Previous experience within Financial Services, Banking, Insurance, Asset Management or another regulated financial environment.
  • Experience working with regulatory data requirements and data risk frameworks.
  • Knowledge of UK financial services regulation and the importance of data quality for regulatory reporting.
  • Experience with Data Governance frameworks such as DAMA-DMBOK or similar.
  • Experience with data cataloguing and metadata management tools such as Collibra, Alation, Informatica, Microsoft Purview or similar.
  • Experience developing and maintaining business glossaries and data dictionaries.
  • Understanding of Master Data Management and reference data governance.
  • Experience working with Data Quality tools, controls and monitoring frameworks.
  • Understanding of GDPR, data privacy and information management principles.
  • Experience working with cloud data platforms such as Snowflake, Azure, AWS or Google Cloud.
  • Exposure to SQL and an understanding of modern data architecture.
  • Experience operating within Agile or change-led environments.
  • Experience managing or mentoring Data Governance Analysts, Data Stewards or other data professionals.
