Overview

HM Land Registry (HMLR) are launching a large data transformation programme that will modernise legacy systems, unlock geospatial services and build cutting-edge analytical platforms. As a Senior Data Architect, you will help shape HMLR's data future by leading on design, modelling and governance while mentoring others in a supportive, cross-government digital and data community. Salary £57,400 - £64,300 (rising to £71,300) plus 29% pension contribution and other Civil Service benefits. Flexible, hybrid working based in Plymouth, Weymouth or Gloucester.

It is an exciting time for HM Land Registry (HMLR) as they continue on a major transformation programme. HMLR's ambition is to become the world's leading land registry for speed, simplicity and an open approach to data.

HMLR's existing software systems and services form part of the critical national infrastructure, safeguarding land and property ownership valued at £7 trillion. This enables over £1 trillion worth of personal and commercial lending to be secured against property across England and Wales.

Job role

The role supports data management including data governance and provides leadership on HMLRs Data Architecture. A senior Data Architect will lead the delivery of the organisations vision for data through data design, collaborating with technical and non-technical colleagues to ensure data is managed properly and meets the organisation's needs. The post holder will keep up to date with data policy and standards affecting data management and will be aware of, and take account of, cross-government data architecture initiatives. The post holder will be responsible for the delivery of data designs, models and artefacts that describe HMLR data architecture, will understand the relevant strategies that influence these and will contribute to wider activities that define future roadmaps.

As a Senior Data Architect You Will
  • Engage with internal and external stakeholders to understand data requirements and document data journeys.
  • Develop data policies, processes, and models to support metadata, reference data, and service delivery.
  • Design and assure data solutions across the full lifecycle, ensuring compliance with strategy, standards, and impact assessments.
  • Champion data architecture within HMLR and contribute to cross-government data communities.
  • Lead and develop a small team of associate/data architects, while providing expert advice to stakeholders.
Essential Criteria
  • Stakeholder communication and problem solving - Bridge technical and non-technical needs, manage expectations, lead difficult discussions, and ensure issues are investigated, resolved, and prevented.
  • Data analysis and innovation - Profile and analyse data, provide clear insights, and stay ahead of emerging tools, techniques, and trends.
  • Data governance and standards - Define governance frameworks, set and enforce data standards, and assure integration across business services.
  • Data modelling and design - Create and align models across subject areas, apply recognised patterns, and design architectures that address complex business problems.
  • Metadata and repository management - Build and oversee metadata repositories, advise on tools, and mentor less experienced team members.
  • Experience of mentoring data professionals, helping to build capability and supporting development of individuals and teams
  • Experience of undertaking data impact assessments and assuring compliance to data policies and standards.
Desirable Experience Criteria
  • Previous public sector experience and an understanding of data in government
  • Experience of building, maintaining and managing relationships with external stakeholders and communities, for example, Geospatial Commission or Government Data Architecture Community
  • Knowledge of data architecture concepts such as data warehousing or data mesh.
  • Experience with geospatial data and Master Data Management (MDM) concepts
Location

Expectation is to be working from any of the advertised locations 60% of your time across the month (typically 3 days/week), hours are flexible and condensed hours are an option. There will be occasional travel required to the Plymouth branch (DDaT HQ).

Locations available: Plymouth, Weymouth, Gloucester.
