1. Post Context/Post Summary
Allied Maritime Command is the Maritime Theatre Component Commander delivering 360 degree maritime focused awareness and connectivity while planning and commanding the full range of maritime operations. The Communications Division provides the Commander with advice and functionality across the full range of Information Operations. The Information Environment Assessment Branch analyse the Information Environment domain, to obtain a comprehensive understanding of how they interact in the engagement space. The Information Environment Analysis Analyst/Data Analyst will work with MARCOM communicators and with the military chain of command to exploit data mining tools to create analytical products that include audience segmentation and assessments to support strategic planning. He/she will apply descriptive, diagnostic, predictive and prescriptive analytics, collaborating with a wide team of NATO stakeholders as they adopt advanced analytics insights.
2. Responsibilities
- In coordination with the other Communication Division Branches, N2, NIFC, JFCs, SHAPE, NATO HQ and associated elements across the NCS, conduct appropriate analysis, modelling and simulation of the Information Environment (IE) and selected audiences through a system of systems approach in order to generate clear, holistic and actionable products for staff and decision makers.
- Identify and monitor relevant media outlets across all domains and conduct appropriate analysis and reporting (traditional and digital media, specifically social media), including media trend analysis and reporting.
- Identify specific narratives and their role in the IE, specifically in regard to NATO activities and issues of concern; to include audiences that are of interest to NATO.
- Identify key media stakeholders (operators, owners, financers) and their perception of NATO and its activities.
- Assess and report on the effectiveness of NATO communications.
- Assess and report on the effectiveness of other actors’ information efforts, particularly disinformation or propaganda campaigns, on NATO operations and activities.
- Analyse the information environment and provide Information Environment Assessment (IEA) reports.
- Provide strategic level briefs on designated aspects of the Information Environment when required.
- Exploit data mining tools to create analytical products that include audience segmentation and assessments to support strategic planning.
- Apply descriptive, diagnostic, predictive and prescriptive analytics.
- Provide support to NATO's comprehensive approach to crisis management operations.
- Perform other duties as assigned by Branch Head IEA.
- Supports the Data-Analysis Function into Communication Division.
- Supports the development of future Data Analysis Tools for the Information Environment Assessment (IEA) Capability.
- Collects, processes and cleans data, including from data aggregation tools, to generate actionable strategic communications insights.
- Uses quantitative and qualitative data to identify specific narratives and their role in the Information Environment (IE), specifically in regard to NATO activities and issues of concern.
- Analyses and report on the effectiveness of other actors’ information activities, particularly disinformation or propaganda campaigns, on NATO operations and activities.
- Uses historical data points to gauge the success of previous Hostile Information Activities, identify Tactics, Techniques and Procedures (TTPs) and forecast their potential use in future hostile communications.
- Provides real time data insights to allow NATO communicators the ability to capitalise on NATO’s own communications and mitigate the impact of hostile communications in the IE.
3. Special Requirements and Additional Duties
The employee may be required to perform a similar range of duties elsewhere within the organisation at the same grade without there being any change to the contract. The employee may be required:
- to undertake TDY assignments both within and without NATO’s boundaries and be willing to work unsocial hours;
- to support Combat Readiness Evaluation (CREVAL);
- to support NATO School or other courses as a briefer or instructor;
- to deploy in support of NATO Exercises;
- to deploy in support of a core element for MTCC/MCC.
The work is normally performed in a normal NATO office working environment / secure office environment with artificial light and air (e.g. Bunker). Normal Working Conditions apply. The risk of injury is categorised as no risk / risk might increase when deployed.
4. Essential Qualifications
a. Professional/Experience
- Data modelling and design: The development of models to represent and communicate data requirements and to enable organisations to understand their data assets and the relationships between real-world entities.
- Experience: At least 2 years of post-related experience in qualitative and quantitative data collection; using social media analysis tools to generate actionable insights; collecting and analysing polling and other statistical data for strategic insights on population perceptions/sentiment; relevant AI tools and their limitations and uses in media analytics; proficient experience with Microsoft Office applications and comprehensive knowledge of a data science programming language – preferably SQL and/or Python.
b. Education/Training
University Degree and 2 years function related experience, or Higher Secondary education and completed advanced vocational training leading to a professional qualification or professional accreditation with 4 years post related experience.
c. Language
English - SLP 3333 - (Listening, Speaking, Reading and Writing)
5. Desirable Qualifications
a. Professional Experience
Understanding of NATO communications objectives and themes; demonstrated knowledge of information confrontation and disinformation, as well as knowledge of common communications strategies of relevant nations.
b. Education/Training
NATO Tactical PSYOPS Planner (STC-PO-32147) provided by Italian 28th Regiment ‘PAVIA’.
