Leidos has a current job opportunity for a Cybersecurity Manager overseeing DISA’s boundary mission on the DISA GSM-O II program. The selected candidate will support the DISA GSM-O II TN09 Network Assurance (NA) Program providing Defensive Cyber Operations (DCO) support to the Defense Information Systems Agency (DISA) in support of the Department of Defense (DoD) and Combatant Commands (COCOMs). This position will provide leadership for defensive cyber operations activities that will support the effective identification, detection, and response to active threats against the DoDIN enterprise. Candidate must be able to partner successfully across multiple time zones working closely with TN09 Program Manager, DISA Global DCO Manager, Service Delivery Manager, and other task order leadership across all sites. Candidate can be based out of Hill AFB, Utah, Scott AFB, Illinois or Columbus, Ohio.

PRIMARY RESPONSIBILITIES:

  • Management and oversight cyber security analysts executing operations of the DISA boundary mission.
  • Lead technical analysis and risk assessments of security event and incidents, identifying opportunities to enhance processes and tools for greater effectiveness.
  • Engage in collaborative, cross-functional discussions with peers across DISA to drive improved decision-making and response strategies.
  • Establish and maintain key risk and performance indicators (KRIs/KPIs) and metrics to measure and improve team and mission effectiveness.
  • Lead teams that:
    • Cover 24/7 monitoring mission
    • Triage and analyze alerts from sensors across monitored networks.
    • Conduct network forensics for malicious network activity.
    • Provide incident and situational awareness reporting to DoDIN organizations.
    • Implement active mitigations to prevent and/or contain nefarious activity.
  • Lead the DISA Global Net Assurance staff across three sites: employee engagement, training, performance reviews, and all other Leidos employee needs (effective leadership).
  • Develop, document, and uphold procedures, standards, and policies for effective threat analysis and response
  • Assist in creating reports and presentations for various stakeholders to provide insights into team metrics, active threats, and mitigation strategies

BASIC QUALIFICATIONS :

  • Bachelor's degree from an accredited college in a related discipline, or equivalent experience/combined education, with 10+ years of relevant experience; additional related years of experience is accepted in lieu of a degree.
  • Hold DoD-8570 IAT Level 2 baseline certification (SEC+ CE, CISSP or equivalent) with the ability to obtain CSSP-A certification within 180 days of start date.
  • Proficient understanding of Cyber Network Defense (CND) in regards to protect, detect, respond and sustain within a Computer Incident Response organization.
  • Experience as an effective leader of large teams and operations (>35 personnel).
  • Motivated self-starter, team leader with strong written and verbal communication skills.
  • Must have and maintain an active Top Secret clearance.

PREFERRED QUALIFICATIONS:

  • Experience with DISA and DoD Networks.
  • Advanced understanding of TCP/IP, common networking ports and protocols, traffic flow, system administration, OSI model, defense-in-depth and common security elements.
  • In-depth knowledge of architecture, engineering, and operations of at least one enterprise SIEM platform (e.g. Nitro/McAfee Enterprise Security Manager, ArcSight, QRadar, LogLogic, Splunk).
  • Experience with malware analysis concepts and methods.
  • Demonstrated experience briefing Senior Executive Service (SES) and General Officer/Flag Officer (GO/FO) leadership.
  • Advanced relevant certifications such as CISSP, Security+, Net+, GCIH, GSEC, CEH
