Job summary

Harrow Council is seeking an experienced cyber security professional to lead the council’s security operations and strategic programme. The role focuses on implementing the Microsoft Defender portfolio, Entra ID, Purview, Intune, Sentinel, and related security technologies while driving the security strategy across a large, diverse organisation.

You will oversee SOC operations, policy development, incident response, risk management and compliance with government security frameworks.

Responsibilities

• Lead and manage the council's cyber security operations and strategic security programme.
• Ensure compliance with regulatory requirements and government security frameworks.

• Manage cyber security incidents, investigations and response activities.
• Identify and mitigate cyber risks across the technology estate.
• Collaborate with IG, Data Protection, ICT and service teams for coordinated security and compliance.
• Provide cyber security leadership and advice to senior management and stakeholders.
• Drive continuous improvement across monitoring, threat detection, vulnerability management and security awareness.

Job description

Salary: £48,000 - 88,000 per year

Requirements

• We are seeking an experienced cyber security professional with strong technical expertise and a proven track record of delivering security programmes within a complex environment.
• We are looking for extensive hands-on experience with the Microsoft Security portfolio, including Microsoft Defender suite, Microsoft Entra ID, Microsoft Purview, Microsoft Intune, Microsoft Sentinel, and Microsoft Copilot for Security.
• We need experience operating and improving Security Operations Centre (SOC) functions.
• We require strong knowledge of cyber security frameworks, risk management, governance, and compliance.
• We are looking for experience managing security incidents and coordinating response activities.
• We need the ability to communicate effectively with both technical and non-technical audiences.
• We are seeking excellent stakeholder management and leadership skills.

Responsibilities

• We will lead and manage the councils cyber security operations and strategic security programme.
• We will ensure compliance with regulatory requirements, government security frameworks, and industry best practices.
• We will develop and implement cyber security policies, standards, and procedures.
• We will manage cyber security incidents, investigations, and response activities.
• We will identify and mitigate cyber risks across the councils technology estate.
• We will work closely with Information Governance, Data Protection, ICT, and service teams to ensure a coordinated approach to security and compliance.
• We will provide cyber security leadership and advice to senior management and key stakeholders.
• We will drive continuous improvement across security monitoring, threat detection, vulnerability management, and security awareness.
