Today terrorism is a constant threat within the United Kingdom. By joining Counter Terrorism Policing (CTP) West Midlands, you can directly contribute to keeping the UK safe and help us tackle the threat.
The Protect and Prepare team within CTP West Midlands (WM) strengthen the protection against a terrorist attack in the UK or against interests overseas to reduce vulnerability. The Protect and Prepare team also mitigate the impact of a terrorist incident if it occurs, including carrying out work to bring a terrorist attack to an end rapidly, and to recover from its aftermath.
The Role
As an accredited CTSA Supervisor, you'll manage, support and proactively supervise CTSA (Counter Terrorism Security Advisors) and CTAA (Awareness Advisors), ensuring efficient operational activity, tasking and performance, in the delivery of CT protective security advice and CT awareness, for Crowded Places (CP), Hazardous Sites and Substances (HSS), Critical National Infrastructure (CNI) and Personal Security advice (Per Sec) in order to secure environments and people from terrorism and extremism.
The applicant will have successfully completed the national CTSA accreditation process. (Attained a City and Guilds Licentiateship in Counter Terrorism Security Management or a certificate of Operational Competency as a CTSA) and maintained accredited status.
This role is open as a full time position Monday to Friday but may require some flexible working hours with the possibility to provide potential weekend cover (peak operational deployment) considering individual circumstances.
The role involves visits to sites and locations which present a potentially dangerous and physical demanding environment. You will also be required to travel throughout the West Midlands region as well as nationally.
Responsibilities
- Manage, support and proactively supervise CTSA (Counter Terrorism Security Advisors) and CTAAs (Awareness Advisors), ensuring efficient operational activity, tasking and performance, in the delivery of CT protective security advice and CT awareness.
- To direct and prioritise regional resources to maintain high levels of CTSA protective security delivery and resilience, ensuring the prioritisation and completion of tasks whilst supporting staff development.
- Proactively manage the performance, attendance and wellbeing of police staff against the required standards to ensure they are dealt with and supported in accordance with the correct policies and procedures.
- To challenge individual and team performance where appropriate, whilst seeking efficiencies and consistency of effort.
- Manage resource demand and ensure resilience by maintaining a Regional overview of workloads, abstractions and skills, ensuring appropriate prioritisation of tasks (National, Regional, Force) and seek effectiveness and smarter working practices, to identify efficiency savings. Quality assure staff CT surveys, CT ACT products and all areas of CTSA activity to ensure compliance and national standards.
- Review and analyse records held, including Performance Data, for accuracy and timely completion and appropriately challenge performance if required.
- To represent the interests of the CTPWM at all levels locally, regionally and nationally, and participate in multi-agency approaches in relation to Protect and Prepare, in order to identify alternative strategic and tactical approaches, evidence-based solutions and opportunities for collaboration. This will include Police, Local Government and Industry leaders. Business sectors and partner environments.
- To lead, manage and develop the Regional CTSA team, and CTAAs, to ensure the development of partnerships across the Region, driving innovation and change, in order to maximise opportunities to deliver a high-quality service to internal and external stakeholders supporting national objectives, operational policing, communities and contributing to the delivery of the CTPWM strategies.
- Support Leaders in setting the strategic direction of CTPWM, in relation to Protect and Prepare and problem solving.
- Develop, write and deliver associated analysis and documentation (MIR Returns) for strategic governance boards such as Contest/RPPB/LRF/P&P boards and the Local Approach, in order to support the regional P&P departmental Plan, regional Force priorities and National objectives.
- Lead by example and demonstrate behaviours in line with the Police Code of Ethics ensuring that the force values and behavioural expectations are clearly understood and considered by managers, officers and staff in their decision making and actions; reinforcing and influencing them through all interactions and processes.
- To ensure effective horizon scanning for emerging trends that present operational risk.
- Providing direct support, guidance and professional advice to leaders, managers and external stakeholders, on all aspects of Protect and Prepare and threat mitigation strategies, in order to enhance operational delivery against the CTPWM strategic objectives.
- To be accountable to the regional Protect and Prepare Lead through the P&P management structure for the delivery of CTSA Protect and Prepare national, regional and CTPWM priorities.
- To manage the process of mentoring trainee CTSAs and CTAAs ensuring the maintenance of national occupational competences. Maintain continuing professional development (CPD) and capability as a CTSA, including an enhanced knowledge of role specific legislative procedures, national policy and tactical options to advise police Security Co-ordinators (SecCo) and other stakeholders.
- Maintain knowledge of groups, attack methodologies and current affairs relating to terrorism and extremism.
Essential
Skills and competencies
- Maintain accreditation as a competent CTSA.
- To be able to demonstrate knowledge or experience of H.M. Governments CONTEST, Counter Terrorism Strategy and CT structures.
- Flexibility to facilitate cross-Force supervision and attendance at various sites (CP, HSS, CNI), meetings and events.
- To hold the Award in Education and Training (AET) level 3 qualification or equivalent.
- Experience and evidence of competent presenting.
- Experience of developing, inspiring, leading and motivating others to achieve regional and national objectives.
- Have good influencing and persuading skills to build strong relationships with partners to achieve objectives.
- Possess good keyboard and IT skills across a variety of Microsoft Office products.
- Effective communications skills, both written and verbal.
- A full UK driving licence will be required.
Desirable
- Knowledge of business continuity and resilience.
- Experience of designing out crime / crime prevention, architectural design.
- Have the technical skills in protective security methodology, site surveying and associated processes to maintain the application of appropriate security measures, equipment, systems and relevant risk assessments.
Security Clearance
This post requires British nationality (some dual nationalities may be ineligible) and enhanced Security Check clearance.
You will need to undergo additional security clearance checks, with the offer of employment being conditional on obtaining all of the necessary security clearances.
There are limitations on travelling to a small number of countries once in post.
