CTPHQ Surveillance Operational Security Manager – TOpSy and OpSy – Police Staff – Coordination Centre- Counter Terrorism Policing HQ

Salary:The starting salary is £68,295, which includes allowances totalling £2,928.

The salary is broken down as £65,367 basic salary, which will increase annually until you reach the top of the scale £70,012 Plus, a location allowance of £1,928 and a non-pensionable allowance of £1,000.

Job Summary

The roles of the Counter Terrorism Policing Headquarters (CTPHQ) Technical Operational Security Manager (TOpSy) and Surveillance Operational Security Manager (SV/OpSy) are to support the National CT improvement delivery plan for Counter Terrorism Policing.

The focus of the TOpSy and OpSy is to provide an independent source of specialist law enforcement expertise to support operational security in Surveillance and Humint operations.

Key Tasks

The post holders will be required to work across the CTPHQ Surveillance and Humint capability portfolio and specifically undertake direct responsibility for advising on the technical security, integrity and ethical conduct of CTP Surveillance and Humint operations.

The post holder will seek to implement and maintain consistency in standards of technical security and practice across the CTP Surveillance and Humint capability in accordance with legislation and national guidelines.

The role will include the following:

  • To provide tactical and technical OpSy advice, management and support for National CTP Surveillance and Humint teams, with an emphasis upon risk assessment and risk management.
  • Provide a Quality Assurance/Inspection & Review function in respect of technical aspects of Surveillance and Humint activity, infrastructure, policy and procedures, promoting and maintaining the integrity of operations and the organisation through an independent and objective process of reviews, thematic inspections and risk assessments.
  • To provide technical and practical security advice and guidance specifically for Surveillance and Humint operatives, their technical capabilities and other intellectual property in the management of risk and avoidance of compromise to ensure personal, operational and public safety.
  • Where appropriate, produce technical written risk assessments for the organisation and/or senior management to assist in the process of authorising high-risk Surveillance and Humint operations both within the United Kingdom and overseas.
  • To review Surveillance and Humint operational compromises as and when they arise, identify issues relating to technical risk and provide recommendations to improve policy and operational practice
  • To provide an effective link with CTPHQ anti-corruption capabilities to ensure appropriate risk mitigation is in place to counter the risk of corruption and insider threats to technical capabilities
  • To intercede in any investigation or intelligence operation, to test its integrity, review cases and highlight those which appear to be at risk
  • To promote the reporting of operational security incidents or compromises to facilitate learning and reduce the risk to future operations
  • Provide briefings to senior officers regarding National CTP Surveillance and Humint network risk
  • Liaise as required with other partner agencies, HMIC, IPCO, the Office of Data Communications Commissioners, the Investigatory Powers Tribunal, National Cyber Security Centre, national law enforcement capability boards, and the Criminal Cases Review Board, in respect of inspections, reviews and tribunals involving Surveillance and Humint tactics
  • To oversee and advise on the tasking of CTP Surveillance and Humint assets against new and emerging technical threats
  • Maintain regular engagement with the network of regional (T)OpSy’s to share knowledge and provide support and advice as and when required with all matters involving OpSy.
