Overall responsibility for offshore crewing activities on the fleet allocated. Direct liaison with Client on all crewing activities. Directly responsible for the supervision of an assigned team, ensuring that the company’s vessels are manned with competent, qualified, and suitably experienced personnel.
Key Responsibilities:
- Manage the crewing function, ensuring vessels are adequately manned with competent seafarers and compliance with the Company safety management system.
- Manage daily operations of the crewing team, allocate resources, and ensure adherence to company policies, including administration and tracking of leave and absences.
- Develop a manpower strategy with the Line Manager, incorporating Company KPIs.
- Implement and ensure compliance with the manpower strategy.
- Ensure fleet compliance with the Maritime Labour Convention (MLC).
- Manage union coverage for the fleet.
- Oversee the crewing system for personnel records.
- Coordinate with client, operations, technical departments, and external representatives on manning issues.
- Manage vessel running costs and ensure budget adherence.
- Handle disciplinary issues in coordination with relevant departments and management.
- Ensure procedures comply with charterers' crewing matrix.
- Develop and record employee development plans.
- Prepare and manage crewing budgets and KPIs.
- Promote company values and behaviors within the team.
- Conduct manpower analysis and prepare reports.
- Review and monitor crew budgets and OPEX reports.
- Support quarterly budget reviews.
- Travel for audits and other tasks as needed.
- Perform other relevant tasks and projects.
Qualifications:
- University Degree, preferably in HR or Business.
- Experience managing diverse crewing personnel.
- Highly organized and able to work under pressure.
- Analytical and relationship-building skills.
- Experience in seagoing HR within a ship management company.
- Knowledge of shipping HR legislation, STCW, MLC.
