Take Mitin, our Head of Estates Services. Mitin’s team is responsible for cleaning, gardening and bulk refuse removal across several housing estates where many of our residents require a greater degree of assistance. It’s not just about keeping our blocks and estates shipshape, it’s about human contact and letting residents know that we care.

Mitin’s team contribute to our Smart City commitment and make full use of new technology to help track and solve problems such as fly tipping and graffiti. But what many residents value most is his ability to listen. For example, when residents were telling him about carrying out gardening improvements and the positive impact that it has on their wellbeing, he and his team engaged with residents, working closely with them to give them garden areas they could be proud of and a vibrant community.

Mitin is immensely proud of the relationships he’s built with residents, not only because it helps them feel proud of where they live in a greener and cleaner city, but because it makes him proud of where he works.

The Role:

As a Creative Enterprise Manager you can make your own powerful contribution by leading and driving forward the Council’s North Paddington Creative Enterprise Programme – aimed at growing its creative and cultural economy.

North Paddington (spanning Westbourne, Queens Park and Harrow Road wards) has a rich and diverse creative and cultural sector, grown out of local community movements deeply rooted in the area. The birthplace of Notting Hill Carnival costume design, home to the BBC’s recording studios since 1946 and location for West End rehearsals.


Despite this, North Paddington ranks bottom for start-up business growth, is the one of the most deprived areas in the UK, and has suffered a loss of creative production space and activity in recent years.


Taking a new approach, developed alongside local stakeholders and internal services, you’ll be the Programme’s main facilitator, lead planner, coordinator, budget holder and delivery manager; and the authority on governance and monitoring.

Ultimately, everything you do will work towards the Programme’s three objectives:

  • To amplify creativity by boosting grassroots activity, including a new Creative Network of SMEs and individual artists.
  • Expand our portfolio of affordable workspaces by securing new sites and creating the infrastructure and opportunities for creative production and inclusive growth.
  • And strengthening connections with local and wider Westminster-based arts and cultural organisations to support youth and adult outreach and participation programmes, networking, careers and mentoring.

It’s important that you’ve led high-quality, impactful creative industry programmes before.

Used to tackling creative production, economic development and community engagement challenges, you’ll bring the in-depth understanding to expertly advise and support businesses wanting to grow.

Equally, you’ll need the proven project management skills to maximise budgets, and have an inspirational gravitas that inspires our diverse stakeholders, organisations and end users towards a common goal.
