Job description

Coverage Assurance Manager - ESN

Posting Date: 29 Apr 2025

Unit: Networks

Location: New Bailey, Manchester, United Kingdom

Salary: Competitive Salary + Great Benefits

Function: ESN Network Coverage

Locations: Manchester, Birmingham, or London

The Emergency Services Network (ESN) is a strategic priority for BT, aiming to provide one of the most advanced Emergency Services Networks globally. BT is proud to be the official supplier delivering mission-critical communications for Britain’s Emergency Services. ESN will replace the Airwave network, building upon EE’s existing 4G network to offer essential voice, data, and critical communication services to 300,000 frontline emergency personnel.

This role is vital in ensuring contractual, service-probability coverage deliverables are met with high quality and compliance, fostering confidence among users. You will bridge ESN portfolios and projects, ensuring alignment and securing final contractual sign-off from the Home Office on coverage and service probability requirements.

The successful candidate must be cleared to BPSS (or equivalent) at minimum, with potential requirement for National Security Vetting (e.g., CTC, SC, or NPPV).

What you’ll be doing
  • Serve as the Coverage Assurance point of contact for ESN directors, project teams, delivery partners, Home Office colleagues, and end users. Communicate ESN Coverage Assurance Test Plans effectively.
  • Lead ESN Coverage Assurance activities, including methodologies, test plan implementation, drive testing services, and mobilizations quality assurance.
  • Ensure assurance of the ESN Radio Plan, site changes, coverage predictions, and delivery plans. Oversee activities spanning multiple ESN assurance tools and projects.
  • Validate all datasets related to contractual coverage compliance shared with the Home Office. Oversee the design and presentation of coverage visualization portals and support improvements in coverage assurance activities.
  • Assist BT in building and integrating QA processes across Mobile Innovation and RAN related to Coverage Testing and Assurance.
The skills that you’ll need
  • Expertise in coverage testing, data analysis, data integration, and validation at a management level.
  • Experience with coverage assurance technologies, testing best practices, and governance.
  • Ability to analyze and assure technical and business projects against requirements and contracts.
  • Strong communication skills to clarify complex issues, influence decision-making, and articulate technical proposals.
  • Proven relationship-building skills with internal and external stakeholders, including managing third-party suppliers.
  • Desirable: deep understanding of LTE coverage and test architecture/delivery methodologies.

At BT, we offer an attractive salary, comprehensive benefits, and a culture of collaboration and inclusivity. Benefits include bonuses, pension schemes, flexible benefits, generous leave, health support, training opportunities, employee discounts, and flexible working arrangements.

This role offers a 3-in-office, 2-flexible days working model. We value diversity and encourage applications from all backgrounds, including those requiring flexible working arrangements or reasonable adjustments during the recruitment process.
