Job summary

Millbank in Leiston, UK, is seeking a cost management professional to join a PMO supporting major infrastructure delivery. You will provide cost performance information, assist with forecasting (EAC/ETC) and ensure budgets align with approvals.

Hybrid working with project location attendance in Leiston, Suffolk. The role offers development support and exposure to a high-value national infrastructure programme, delivering insights to Commercial, Finance and project teams.

Qualifications

• Experience in cost management, cost control and forecasting within major programmes or large scale infrastructure projects.
• Strong understanding of project cost management principles and earned value management (EVM).
• Experience using cost management systems such as PRISM, EcoSys, Cobra or equivalent.

Responsibilities

• Support the implementation and continuous improvement of cost management processes, systems and reporting tools.
• Monitor and analyse project cost performance using established project controls methodologies.
• Support project teams with forecasting activities, including Estimate at Completion (EAC) and Estimate to Complete (ETC).
• Track actual project costs against approved budgets and cost breakdown structures.
• Assist with budget updates, cost re-based exercises and forecasting cycles.
• Review and analyse change requests to ensure accurate cost allocation and budget alignment.
• Work closely with Commercial and Finance teams to support accrual reporting and cost assurance activities.
• Produce accurate cost reports and performance information for project stakeholders.
• Provide support and guidance to users of cost management systems and tools.
• Contribute to earned value analysis and performance reporting activities.

Have you used cost management tools such as PRISM, EcoSys, Cobra, or similar systems, alongside advanced Excel reporting and analysis?

Joining an established Project Management Office (PMO), you will play a key role in providing accurate cost performance information, supporting effective decision making and ensuring project delivery remains aligned with approved budgets and forecasts.

Your duties and responsibilities will be

You will have the following qualifications & experience:

• Experience in cost management, cost control and forecasting within major programmes or large scale infrastructure projects
• Strong understanding of project cost management principles and earned value management (EVM)
• Experience using cost management systems such as PRISM, EcoSys, Cobra or equivalent
• Advanced Microsoft Excel and Microsoft Office skills
• Strong analytical, problem solving and communication abilities

It’s great if you also have the following

• Experience within engineering, infrastructure, energy, utilities or nuclear projects
• Knowledge of engineering, procurement, contracts and construction delivery processes
• Experience working within integrated Project Controls teams
• Professional membership with a relevant industry body such as ACostE, APM or RICS
• Experience supporting complex, multidisciplinary project environments

The setting for the role

This position is offered on a hybrid working basis, with regular attendance required at the project location in Leiston, Suffolk. You will work as part of an integrated Project Controls team within the Project Management Office, collaborating closely with Project Controls, Commercial, Finance and wider project delivery teams. The role supports a major UK infrastructure programme and offers exposure to complex, high value projects within a professional and supportive environment.
