Overview

Job Specification: Cost Engineer (Water Infrastructure). Location: Glasgow, UK. Position Type: Permanent, Full-Time. Experience Level: 3-5 years in cost engineering or estimations, with specific experience in water infrastructure projects.

Role: As a Cost Engineer specializing in water infrastructure projects, you will play a crucial role in delivering accurate and competitive cost estimates for our client's B2B infrastructure estimation services. Based in Glasgow, you will be responsible for preparing detailed cost estimates, analysing project specifications, and collaborating with internal teams and external stakeholders to ensure that all estimates are completed on time and to the highest standards.

Responsibilities
  • Prepare detailed cost estimates for water infrastructure projects, ensuring that all estimates are accurate and comprehensive.
  • Review and analyse project plans, specifications, and other documentation to understand the scope of work and identify potential cost-saving opportunities.
  • Collaborate with project managers, engineers, and other professionals to gather and verify data, ensuring that all estimates are based on the most up-to-date information.
  • Maintain and update estimating databases and spreadsheets, ensuring that all data is accurate and readily accessible.
  • Prepare and present cost reports to internal teams and clients, providing valuable insights and recommendations based on your analysis.
  • Assist in the preparation of tender documents and bids, ensuring that all submissions are competitive and compliant with client requirements.
  • Conduct market research to stay updated on material costs, labour rates, and industry trends, ensuring that all estimates are based on the most current data.
  • Support the estimating team in evaluating and comparing subcontractor and supplier quotations, helping to identify the most cost-effective solutions.
  • Ensure compliance with company policies, procedures, and industry standards, maintaining the highest levels of professionalism and integrity.
Required Skills and Qualifications
  • Degree in Civil Engineering, Quantity Surveying, Construction Management, or a related field.
  • 3-5 years of experience in cost engineering or estimations, with a specific focus on water infrastructure projects.
  • Strong numerical and analytical skills.
  • Proficiency in Microsoft Office, particularly Excel.
  • Familiarity with estimating software such as CostX, Candy, or similar.
  • Excellent communication and interpersonal skills.
  • Strong attention to detail and accuracy.
  • Ability to work well under pressure and meet tight deadlines.
  • Comfortable working both independently and as part of a team.
  • Ability to manage time effectively to meet project deadlines.

Standards and Regulations
  • Knowledge of industry standards such as the Civil Engineering Standard Method of Measurement (CESMM), the New Engineering Contract (NEC), and the Joint Contracts Tribunal (JCT) forms of contract.
  • Familiarity with the Construction (Design and Management) Regulations (CDM) 2015.
  • Understanding of the Water Industry Standards (WIS) and the Water Supply (Water Fittings) Regulations 1999.
  • Awareness of the Environmental Permitting Regulations (EPR) and their impact on water infrastructure projects.
Software Proficiency
  • Estimating Software: Benchmark Estimating Software, CostX, Candy, or similar.
  • Project Management Software: Microsoft Project, Primavera P6, or similar.
  • CAD Software: AutoCAD, Civil 3D, or similar.
  • BIM Software: Revit, Navisworks, or similar.
  • Data Analysis Software: Microsoft Excel, Power BI, or similar.
Qualifications and Certifications
  • Chartered status with a relevant professional body such as the Institution of Civil Engineers (ICE), the Royal Institution of Chartered Surveyors (RICS), or the Chartered Institute of Building (CIOB) is desirable.
  • Certification in project management such as PRINCE2, PMP, or APM is a plus.
  • Certification in cost engineering such as the Association for the Advancement of Cost Engineering (AACE) International's Certified Cost Professional (CCP) or Certified Estimating Professional (CEP) is beneficial.
Additional Information
  • This role is based in Glasgow, with occasional travel to client sites as required.
  • The successful candidate will report to the Senior Estimator or Estimating Manager.
