Job summary

Jobtailor in the United Kingdom is seeking a seasoned Commercial Manager to lead and optimise subcontract packages across infrastructure and civils projects. You will manage procurement, contract award and final accounts, while ensuring robust cost reporting and value delivery for the client.

You'll establish commercial strategies, oversee negotiations and monitor performance, with a focus on international or overseas territories and ensuring effective risk allocation and compliance throughout

Qualifications

  • Degree or professional qualification in Quantity Surveying, Commercial Management, Construction Management, Civil Engineering or a related discipline.
  • Significant commercial management experience within infrastructure, civil engineering or major construction projects.
  • Proven experience managing multiple subcontractors and work packages simultaneously.
  • Strong experience in subcontract procurement, commercial negotiation, contract administration and managing subcontractor applications, payments, variations, claims and final accounts.
  • Appreciation of cultural differences in overseas territories.
  • Ability to communicate well with customers and advisors overseas.

Responsibilities

  • Take overall commercial and performance responsibility for multiple subcontract packages across infrastructure and civils projects, from procurement and contract award through to final account
  • Maintain accurate cost reports and provide consolidated commercial reporting for the project
  • Establish commercial strategies for subcontract packages, including scopes, pricing, exclusions, assumptions and contractual obligations
  • Identify emerging cost pressures and implement mitigation measures with the delivery team
  • Monitor subcontractor spend against approved work package budgets and report exceptions
  • Provide senior management with the current and forecast commercial position
  • Lead and support subcontract negotiations to achieve best value and appropriate risk allocation
  • Define scope, programme, deliverables, payment mechanisms and commercial assumptions before contract award
  • Establish subcontract budgets and incorporate awarded values into the project cost plan
  • Review and commercially evaluate subcontractor tenders and quotations, compare tenders, and identify anomalies, exclusions and qualifications
  • Manage subcontractor variations, compensation events, claims and additional works
  • Challenge unsupported or inflated claims and negotiate settlements; assess entitlement, valuation and impact
  • Recover additional client costs where subcontractor changes result from client or third-party events, maintaining a clear audit trail
  • Administer subcontract agreements and monitor contractual notices, payment provisions, programme requirements and change mechanisms
  • Manage subcontractor non-performance, delays, defects, disruption and other commercial issues
  • Monitor subcontractor performance against cost, programme, scope and contractual obligations
  • Identify early warnings of commercial deterioration or potential claims and assess the impact of programme changes and delays
  • Develop recovery and mitigation strategies for underperforming subcontract packages
  • Lead preparation, negotiation and settlement of subcontractor final accounts
  • Reconcile final accounts against the project cost plan and approved changes, ensuring settlements are robust and documented
