Liverpool City Council is seeking an experienced and MRICS-qualified Corporate Landlord Implementation Manager to lead the rollout of the Corporate Landlord Model across the organisation. The role combines strategic leadership, governance design, and programme delivery to embed a unified, asset‑centred approach to property management.

You will work with the Director of Property and senior teams to drive accountability, manage risk, and deliver the transition by the end of the interim contract,

Qualifications

Responsibilities

  • Lead the implementation and maturation of the Corporate Landlord Model across the organisation.
  • Develop and embed governance structures, accountability frameworks, and decision-making processes for corporate property management.
  • Oversee programme delivery and ensure successful transition to a corporate approach.
  • Provide strategic leadership across asset management, facilities management, compliance, investment, and occupancy workstreams.
  • Work with directorates to align operational requirements with corporate asset priorities.
  • Establish and monitor performance management frameworks, KPIs, and reporting arrangements.
  • Drive cultural and organisational change to support Corporate Landlord adoption.
  • Ensure effective oversight of Property Services and associated operational activities.
  • Identify risks and develop mitigation strategies.
  • Produce reports and updates for senior leadership and elected members.

Corporate Landlord Implementation Manager

Location: Cunard Building, Water Street, Pier Head, Liverpool, Merseyside, L2 2BS
Contract: Interim, 9 Months
Rate: £750 per day (Inside IR35)
Hours: 21 hours per week (3 days per week)
Office Attendance: 3 days per week onsite

The Opportunity

Liverpool City Council is seeking an experienced and RICS-qualified Corporate Landlord Implementation Manager to lead the implementation and embedding of the Council's Corporate Landlord Model.
This is a high-profile interim leadership role responsible for overseeing the transition from a traditional service-led property management approach to a fully integrated Corporate Landlord operating model. The successful candidate will provide strategic leadership, governance, programme delivery, and organisational change expertise to ensure the Council's property assets are managed through a consistent corporate framework.
Working closely with the Director of Property, Executive Leadership Team, and service directorates, you will drive the implementation programme, establish robust governance arrangements, improve accountability and performance management, and ensure property-related decisions support wider corporate objectives.

Key Responsibilities
  • Lead the implementation and maturation of the Council's Corporate Landlord Model across the organisation.
  • Develop and embed governance structures, accountability frameworks, and decision-making processes for corporate property management.
  • Oversee programme delivery and ensure successful transition from service-led property ownership to a corporate approach.
  • Provide strategic leadership across asset management, facilities management, compliance, investment, and occupancy workstreams.
  • Work collaboratively with directorates to align operational requirements with corporate asset priorities.
  • Establish and monitor performance management frameworks, KPIs, and reporting arrangements.
  • Drive cultural and organisational change to support the adoption of Corporate Landlord principles.
  • Ensure effective oversight of Property Services and associated operational activities.
  • Identify risks, dependencies, and barriers to implementation and develop mitigation strategies.
  • Produce reports, business cases, recommendations, and updates for senior leadership and elected members as required.
  • Support the Director of Property in the delivery of strategic objectives and deputise where appropriate.
  • Ensure compliance with statutory responsibilities, corporate governance requirements, and best practice in property management.
  • Facilitate the transition to a sustainable business-as-usual Corporate Landlord operating model by the end of the assignment.
Essential Requirements
  • Member of the Royal Institution of Chartered Surveyors (MRICS/FRICS).
  • Significant senior-level experience within local government property services or the wider public sector.
  • Proven track record of implementing or transforming Corporate Landlord Models within complex organisations.
  • Strong strategic asset management and property leadership experience.
  • Demonstrable experience leading large-scale transformation, governance, and organisational change programmes.
  • Strong understanding of local authority property portfolios, facilities management, compliance, and asset governance.
  • Experience developing performance management frameworks and reporting arrangements.
  • Excellent stakeholder management skills with the ability to influence senior leaders and elected members.
  • Strong programme management, leadership, and organisational skills.
  • Ability to operate effectively at Executive and Director level.
Desirable Experience
  • Previous experience delivering Corporate Landlord transformation within a local authority.
  • Knowledge of CIPFA Asset Management guidance and local government property best practice.
  • Experience overseeing compliance, facilities management, and operational property functions.
  • Project or programme management qualifications (PRINCE2, MSP, APM or equivalent).
  • Experience working within politically sensitive environments.
