Royal Borough of Kingston - Corporate Head of Service
The Council is focused on progressing its thinking to deliver the best possible outcomes for its communities. To do this, the Council needs Corporate Heads of Service who thrive in a networked organisation, can work corporately across complex networks and systems, and provide strong operational leadership within a strategic context.
Key responsibilities include:
- Providing corporate leadership as part of the wider organisational network supporting the council's transformation.
- Leading services, resources, and people within a functional focus.
- Contributing to the Council's Neighbourhoods model through a locality focus.
The role reports directly to the Assistant Director, Commissioning and Transformation, and oversees teams including Housing Options, private sector schemes, welfare reform, temporary accommodation, and resettlement.
Key activities
Leadership
- Participate in the Corporate Leadership Group, providing collective leadership and working across organisational boundaries.
- Ensure project leadership for cross-cutting and service-related projects to achieve desired outcomes.
- Lead the Community Housing Service to high performance within a networked operating model.
- Foster a culture of innovation, collaboration, and smart working.
Commissioning and Performance Management
- Commission services to secure optimal outcomes and value for money.
- Use intelligence to adapt and improve services continually.
- Manage service performance, set targets, and monitor outcomes.
- Develop operational plans aligned with strategy, optimizing resource use.
- Ensure financial resources are used effectively to meet residents' needs within budget.
Customers, Partners, and Community
- Build partnerships across sectors for outcome-focused service delivery.
- Promote community cohesion and social inclusion.
- Engage with residents and support councillors in resolving issues.
Delivery
- Lead Community Housing functions including Housing Options, Accommodation Services, and Housing Support.
- Manage demand growth and develop innovative supply solutions.
- Lead on safeguarding and regional housing issues.
- Implement effective controls and quality assurance systems.
Corporate responsibilities
- Data protection, election duties, engagement & collaboration, health and safety, safeguarding.
