Job description

Corporate Compliance Manager (Building Services & Maintenance) – Hampshire-based Council
£350 per day PAYE / £450 per day Umbrella / Deemed LTD (Inside IR35)
37 hours per week
6-Month Temporary Contract – ASAP Start

A fantastic opportunity has arisen with a Hampshire-based Council for a Corporate Compliance Manager to lead on all statutory building compliance across both housing and corporate assets. This is a newly created post, offering the right candidate the chance to shape and embed a high-performing compliance function across a diverse property portfolio.

Responsibilities:
  • Lead compliance strategy and operations for over 3,000 HRA dwellings and 500+ corporate assets
  • Manage teams across all key compliance areas, including:
    • Gas servicing & repairs
    • Fire safety & risk assessments
    • Asbestos management
    • Water quality (including acting as Responsible/Deputy Person)
    • Lift and M&E servicing
    • Building H&S compliance
  • Oversee all mechanical & electrical service and repair contracts
  • Develop and implement robust policies, procedures, and reporting systems
  • Ensure documentation is accurate, auditable, and stored appropriately
  • Drive continual improvement to achieve and maintain 100% compliance across service areas
  • Lead procurement and management of strategic compliance contracts and frameworks
  • Liaise with senior stakeholders to ensure compliance activity supports wider service delivery
  • Provide strategic and operational advice across Property Services and the wider council
Requirements:
  • Proven experience in a senior compliance, building services, or property management role within a housing or public sector context
  • Excellent knowledge of statutory compliance across multiple building safety disciplines
  • Strong leadership, stakeholder engagement, and contract management skills
  • Commercial awareness and understanding of budgetary control
  • Ability to horizon scan for industry and legislative changes
  • Full UK driving licence – casual user car allowance available
