Job Title: Contracts Officer

Contract Type: Fixed Term Contract until 31/07/2026

Salary: £35,928.31 per annum (£37,176.40 is achieved after 18 months successful performance in the role)

Working Hours: Full Time - 37.5 Hours

Working Pattern: Monday to Friday 9am to 5pm

Location: Hybrid / Working across 3 different schemes in Hull

The difference you will make as a Contracts Officer

You will be working as a key individual within the project team, the PFI Contracts Officer will be required to perform contract monitoring duties as part of the PFI project team and the operational team, seeking out best practice and ensuring an excellent service delivery to the Hull PFI.

The PFI Contracts Officer will ensure that the services meet their internal performance targets and the contract specific targets as set in the Hull PFI Output Specification, to actively work towards minimising the risk of financial penalties to the PFI project.

The PFI Contracts Officer will provide support to the Contracts Manager and is expected to deputise for the Contract Manager in his/her absence.

Role Profile

  • To gain an understanding of the Hull PFI contract, understand the performance and availability standards.
  • Oversee data quality procedures and processes linked to the PFI, and produce data for performance reports as is necessary to satisfy the local authority.
  • Take the lead for the Housing management system (academy or open housing)
  • Deputise for the Contracts Manager in relation to line management of reports and specific tasks relating to the delivery of the PFI contract.
  • Take responsibility for corrective actions to mitigate risks of financial penalties
  • Work with the Contract Manager to review, assess and analyse performance and financial information, utilise effective analysis tools.
  • Prioritise workload to ensure that all monitoring reports are delivered as part of the contractual requirements in a timely way.
  • Form a working group for the Riverside PFI’s and lead on best practice sharing.
  • Produce management and activity reports.
  • Responsible for analysing information on compliance systems in terms of a health and safety view.
  • Attend monthly Contract Management meetings, providing information relating to contract compliance from sub-contractors, and Hull City Council’s contractors (care and catering).
  • Stakeholder liaison with operations to ensure delivery of the PFI contractual requirements.
  • Perform spot checks on performance and availability standards.
  • Act as the Project Coordinator where the contract requires reviews and changes to contractual documentation.
  • Assist in the production of reports for the Hull PFI board, Hull City Council and the customer panels to allow for scrutiny of the project. This is will include delivering presentations and clarification at meetings.
  • Develop and provide support to the Service Manager for scrutiny groups, tenant inspectors in line with the PFI contract.
  • Produce project initiatives/business case proposals for operational activities.
  • Line management of the income and admin resource for the PFI.

Desirable

  • CIH Level 2 or 2+ years’ experience working in a housing management environment
