Job description

Position: Contractor Support to Space Capability Development

Posted: 04/17/2025

Location: Norfolk, VA (On-site)

Contingent upon contract award

Taskings:
  1. Support the Project Management Team (PMT) within the HQ SACT Space Branch for space capability development during the project proposal process and capabilities implementation phase, including full lifecycle management across all DOTMLPFI elements.
  2. Contribute to activities of the Space Capabilities and Requirements Management Teams, coordinating with HQ SACT CAP and REQ teams, and SHAPE.
  3. Assist in mapping and providing space requirements development and management consulting services, including engagements with European NATO entities, EU, ACO Space entities, and nations, based on the Space Information Sharing Framework.
  4. Interact with ACO SMEs to gather and coordinate operational needs underlying Operational Requirements Statements.
  5. Apply analysis techniques to ensure requirements are SMART, considering cost-effective options, and report findings to Space Branch leadership.
  6. Support urgent requirements processes and participate in key BiSC meetings, maintaining relationships with NATO requirements specialists.
  7. Coordinate with networks on architectures and analysis of alternatives, linking efforts with USA and other nations.
  8. Support the community of interest of CAP SMEs, proposing meetings/discussions, and utilizing Space tools like ORION and RIGEL.
  9. Assist in delivering key Space Branch outputs and report activities to leadership.
  10. Design, execute, and analyze experiments within NATO structures or exercises.
Essential Qualifications:
  • Bachelor's degree in science or management; 5 years of experience in lieu of degree.
  • At least 5 years in capability development over the last 10 years.
  • 3 years of recent experience with capability development management tools (e.g., DOORS, MS Project, Visio).
  • 3 years of recent experience briefing senior leaders/decision-makers.
  • 3 years of operational knowledge of space efforts within the last 10 years, as a military or civilian.
  • Working knowledge of Configuration Management methods.
  • NATO nation citizenship.
  • NATO secret clearance.
  • Proficiency in English (reading, writing, communication).
