Job Specification: Contract Manager – Estate Services
Location: London (4 days on-site)
Rate: £300 - £350 per day (Inside IR35)
Start Date: ASAP

Role Overview

We are seeking an experienced Contract Manager (Estate Services) to join a London Borough Council’s Housing Department. You will oversee the cleaning and grounds maintenance contracts, ensuring high standards of service delivery while managing a team. This role is pivotal in maintaining clean, safe, and well-maintained estates, resolving resident concerns, and driving service improvements.


Key Responsibilities

  1. Contract Management: Ensure effective delivery of cleaning and grounds maintenance contracts, monitoring SLAs and KPIs.
  2. Performance Monitoring: Hold monthly contract meetings, track performance, and implement corrective actions.
  3. Team Leadership: Line manage 4 officers, ensuring inspections, complaint resolution, and service improvements are carried out.
  4. Stakeholder Engagement: Work with residents, contractors, and internal teams to address service issues and enhance delivery.
  5. Complaints & Compliance: Oversee complaint handling, ensuring timely responses and resident satisfaction.
  6. Health & Safety: Ensure contractor compliance with H&S standards in waste collection and street cleansing.
  7. Data & Reporting: Analyse performance data, produce management reports, and recommend service enhancements.
  8. Project Delivery: Lead initiatives to improve estate services in line with council sustainability goals.
  9. Community Engagement: Attend resident meetings, surgeries, and forums (some outside standard hours).

Essential Skills & Experience

  1. Proven contract management experience, ideally in estate services, cleaning, or grounds maintenance.
  2. Experience leading a customer-facing team in a public sector or housing environment.
  3. Strong performance management skills, with the ability to monitor KPIs and drive accountability.
  4. Excellent problem-solving skills—able to identify issues and implement solutions.
  5. Confident in data analysis, reporting, and using IT systems to track performance.
  6. Strong communication skills, with the ability to write clear reports and engage stakeholders.
  7. Flexible approach—willing to attend evening meetings and adapt to changing priorities.

Desirable

  1. Knowledge of local government housing services or similar environments.
  2. Understanding of climate and ecological initiatives in service delivery.
