The Contract Liaison Manager leads the delivery of both planned and reactive property services, ensuring high performance, compliance, and value for money. The role involves managing teams and contractors, driving service improvements, and supporting the Council's strategic goals.

Description


  1. Lead and manage planned and reactive property services, ensuring delivery to time, cost, and quality.
  2. Oversee and support internal teams and external contractors to meet performance and compliance targets.
  3. Drive service improvements, manage budgets, and resolve escalated issues and complaints.
  4. Contribute to strategic planning, policy development, and organisational change.
  5. Ensure adherence to procurement regulations, health and safety, and environmental targets including net zero goals.

Profile


  1. Proven experience managing both planned and reactive property programmes.
  2. Strong background in contract and project delivery across varied environments.
  3. Demonstrated ability to lead, develop, and motivate high-performing teams.
  4. In-depth knowledge of property services operations in local authority or similar settings.
  5. Solid understanding of performance management systems and compliance legislation.
  6. Strong budget, financial, and project management expertise.
  7. Commercially aware, with a track record of identifying efficiencies and funding opportunities.
  8. Excellent communication, negotiation, and stakeholder management skills.
  9. Skilled in data analysis, reporting, and performance interpretation.
  10. Capable of leading through change and promoting a positive, inclusive culture.
  11. Educated to degree level with relevant professional membership (e.g. RICS, CIOB).
  12. Committed to continuous professional development.
