The Contract Compliance Manager is a senior position responsible for driving strategic contract governance, commercial compliance, and service performance across a complex operational environment.

Acting as the key internal expert, this role plays a critical part in ensuring that all service delivery aligns with contractual, financial, and regulatory obligations.

The successful candidate will lead on embedding best-in-class compliance frameworks, implement robust governance processes, and champion a culture of service excellence and continuous improvement.

This role goes beyond traditional contract management—requiring a proactive leader with deep contractual expertise, commercial insight, and a forward-looking approach to risk and performance.

This is a high-impact role suited to someone passionate about exceeding client expectations through innovation, collaboration, and industry-leading standards of compliance and reporting.

Key Responsibilities

  • Lead all contractual reporting, ensuring accurate weekly and monthly submissions in line with PFI schedules.
  • Manage the Unitary Charge Pack process, validating payments, performance deductions, and KPIs.
  • Use CAFM systems to track contractual deliverables and audit compliance, recommending improvements as needed.
  • Resolve commercial issues including service variations, SPV engagement, deductions, and dispute avoidance.
  • Drive accuracy and timeliness of monthly invoicing while ensuring data is audit-ready and compliant with NHS standards.
  • Lead performance reviews, conduct root cause analysis on underperformance, and oversee corrective actions.
  • Build strong relationships with Trust and SPV stakeholders, acting as the main contact for performance and compliance queries.

Professional and Personal Competencies/Qualifications

  • Must have strong PFI knowledge, healthcare experience preferred but PFI expertise is essential
  • Commercially savvy with experience in contractual disputes and financial impacts
  • Deep understanding of contract mechanics and sharp commercial awareness
  • Excellent communication skills, able to engage and influence at senior levels
  • Demonstrates maturity with strong analytical skills and insight generation
  • Confident in challenging both internal teams and the customer constructively
  • Credible, professional, and able to build trust quickly across stakeholders
