Job Summary

This is an exciting opportunity to join DIO Regional Delivery (RD) SERP (South East Region & PFIs) to lead a major Soft Facilities Management contract change that will demobilise two contracts and mobilise a single large contract. The Contract Change Assistant Head is responsible for providing the leadership to the SERP team, managing strategic customer and supplier relationships through contract changes, driving improvement and value within the business and for the customer, and, leading and planning for contract’s expiry.

The Contract Change AH ensures that appropriate regimes are in place to ensure that the incumbent contractors meet their legal and contractual outputs to support the Defence and site needs, as well as ensuring new Industry Providers are aware of their responsibilities following contract award. The role will work closely with the customer and providers to develop effective demobilisation and mobilisation plans and critical paths/activities to meet the changing and evolving needs of the business.

The postholder will seek out opportunities to drive improvements in the performance of the business. They are the subject matter expert (SME) in terms of new and current contracts and will need to work closely with customers and providers to develop value optimisation plans to ensure that the MOD is gaining the maximum value from its current and future contracts.

The Contract Change AH is part of the SERP management team playing a vital leadership role, with the other Grade 7s in the Region in supporting your Grade 6s and the Head of SERP to create and develop a high performing region.

This position is advertised at 37 hours per week.

Job Description

  • Support the Deputy Head Contract Change as a member of the management team to ensure effective operation of SERP in delivering the business plan, and building a diverse, inclusive, and capable team.
  • As the deputy chair of the SERP Contract Change Committee, work with finance and commercial colleagues to set the direction for upcoming contract changes within SERP, ensuring alignment between the DIO and SERP plans and customer needs.
  • Promote a positive, collaborative, and proactive working environment within the Contract Change team, and with key enabling functions (commercial and finance) and with other teams across DIO and MOD.
  • Assist with developing the Contract Change team and individuals to build capability and ensure appropriate succession and resilience plans are in place.
  • Ensure that there are robust assurance regimes in place to ensure that the estate and services remain legally (and where relevant mandatorily) compliant, and that contracted services are being delivered as specified during any demobilisation phase.
  • Where services are non-compliant, ensure a culture where action plans are developed, implemented, and monitor overall progress to ensure compliance by contract end.
  • Chair the monthly Contract Change meetings (when Deputy Head Contract Change is unavailable) to ensure that delivery performance remains on track.
  • Ensure strong and collaborative relationships are developed with our customers from HQ, site, and user level to support effective communications and enable delivery of services. Understand and act on priorities and needs to ensure that our services are aligned.
  • Assist in the development, in conjunction with customers, delivery plans for the demobilisation and mobilisation of contracts.
  • Seek to influence our partners at the strategic and tactical level to align their obligations and plans with the Defence need.
  • Develop and build strong collaborative relationships with our partners in accordance with ISO44001 principles.
  • Working with the Contract Change team and SERP to develop a plan to drive change and improvement across SERP to improve effectiveness and efficiency in delivering our outputs.
  • Build and develop a culture of continuous improvement across SERP to empower staff to identify and make improvements in process, technology, and capability.
  • Assist in leading the Contract Change programme. Ensure a clear strategy and approach is in place that enables each contract/project to be effectively and efficiently managed to expiry.
  • Engage closely with the re-procurement team and DIO data to ensure that information with the current provider is captured and returned to DIO in a suitable format for future management of the estate and procurement.
  • Benefits realisation and LFE (Learning from Experience) following change in contracts to ensure we continually evolve our business to meet the needs of the customer base.

Person Specification

Essential:

  • Extensive experience of managing large or complex contracts, ideally on a portfolio basis, and change management processes.
  • Experience of operating Asset and Facilities Management contracts and sites.

Desirable:
  • Experience of Government contracts.

Where business needs allow, some roles may be suitable for a combination of office and home-based working. This is a non-contractual arrangement where all office-based employees will be expected to spend a minimum of 60% of their working time in office, subject to capacity and any required workplace adjustments. Requirements to attend other locations for official business, or work in another MOD office, will also count towards this level of attendance. The post does not offer relocation expenses.
