Job summary

SP Energy Networks is seeking a Contract and Framework Development Manager to lead commercial and contractual strategies for new framework agreements and service contracts in Glasgow. You will partner with operational, engineering and procurement teams to translate requirements into robust tender solutions and oversee end-to-end tender activities.

This permanent role offers a competitive salary from £55,000 plus a comprehensive benefits package, and the chance to influence hundreds of millions

Qualifications

  • Experience developing, managing or supporting framework agreements and major commercial arrangements.
  • Strong stakeholder management and ability to influence constructively.
  • Experience supporting tender, procurement or commercial processes.
  • Excellent analytical, problem-solving and communications skills.
  • Ability to interpret complex commercial information and make informed recommendations.

Contract and Framework Development Manager

Location: St Vincent Crescent, Glasgow

Salary from £55,000

Help us create a better future, quicker. As a Contract and Framework Development Manager, you will play a key role in developing the commercial strategies and contractual frameworks that support the delivery of SP Energy Networks' investment programme. Working at the heart of our commercial and operational functions, you will help design and implement contract solutions that enable the safe, efficient and successful delivery of our network. This is an exciting opportunity to influence how hundreds of millions of pounds of investment are delivered across SPEN, working with senior stakeholders, procurement specialists, engineers and industry‑leading contractors. You will be involved from the earliest stages of requirement definition through tender development, evaluation, contract award and mobilisation, helping ensure our framework arrangements deliver value, innovation and exceptional performance whilst supporting the transition to a low carbon future. No two contracts or days are the same. You will work across a broad range of engineering, construction and specialist service categories, providing genuine variety and opportunities to broaden your commercial and contractual experience. We are looking for someone who enjoys taking ownership, can work independently, and is motivated by delivering high‑quality outcomes that make a tangible difference to the business. Success in this role requires someone who is proactive, curious and willing to challenge the status quo, with a genuine desire to deliver high‑quality outcomes and drive continuous improvement.

What you’ll be doing
  • Lead the development of commercial and contractual strategies for new framework agreements and service contracts.
  • Partner with operational, engineering and procurement teams to translate business requirements into robust tender solutions.
  • Support end‑to‑end tender activities including pre‑market engagement, bidder evaluations, negotiation and contract award recommendations.
  • Analyse contract performance, identifying opportunities to improve efficiency, value and service delivery.
  • Develop and maintain effective stakeholder relationships across SP Energy Networks and our contractor community.
  • Influence commercial decision‑making through the preparation and presentation of business cases, reports and recommendations.
  • Support contractor mobilisation activities, ensuring successful implementation of newly awarded agreements.
  • Drive continuous improvement initiatives across the framework portfolio, supporting delivery of ED2 objectives and wider business goals.
  • Identify and manage commercial risks, ensuring contracts support safe and effective operational delivery.
  • Build relationships and collaborate with senior leaders, engineers, procurement specialists and key supply chain partners to drive successful commercial outcomes.

  • Desirable: Understanding of NEC and/or other standard forms of contract.
  • Desirable: Quantity Surveying, Commercial Management, Procurement or similar background.
  • Desirable: Knowledge of SAP or comparable enterprise systems.
  • Desirable: Professional qualification such as MCIPS or equivalent.
