As the GB’s regulator for the energy industry, Ofgem works on behalf of energy consumers to ensure that every household and business can rely on a safe and environmentally sustainable energy supply. We will become the regulator for heat networks in 2026 and to support this work we are developing a new digital service to interact with the heat network industry and facilitate our regulatory activity.

This is an opportunity for an experienced Content Designer to join the Heat Networks team working to develop the new digital service to support the new regulations. We’re looking for someone who can use their content design skills and enthusiasm to make our content easy to understand, clear and concise using plain language and making it easy to find.

What we are looking for

You will be a highly motivated Content Designer who will be an advocate for users. You will work in our digital team within the Heat Networks directorate to design content for our new digital service and support guidance development to support heat network regulation.

The successful candidate will:

  • scope, create and improve user-centred content using content design principles.
  • take a user first approach to content development and customer journeys.
  • convey complex information, writing simply and clearly, with the user in mind
  • deliver our key messages.
  • publish content on our digital channels to agreed deadlines, using content design principles.
  • provide specialist digital communications support to colleagues across the directorate to help them understand what content design is, why it’s important and how to work with content designers.

You will take on a varied and challenging workload including:

  • developing, reviewing, writing, editing and publishing content that meets users’ needs based on insights and data.
  • supporting communications initiatives with user focused content.
  • influencing decisions, dealing with challenging situations and removing blockers to make sure content is user-centred, usable and accessible.

Key Responsibilities

  • Take lead responsibility to create, update and review effective content for the end-to-end journey of a digital first service to help users complete their goal and government to deliver on policy intent.
  • Work closely with the project team to map out user needs, translate them into user stories and propose design approaches or services to satisfy requirements. Engage in meaningful interactions and relationships with users.
  • Design content, implementing the appropriate style and standards, to meet user needs and make complex language and processes easy to understand.
  • Ensure appropriate content is shown to a user in the right place and in the best format.
  • Be involved with the creation of a product that stretches across digital and offline channels. Apply technical knowledge and experience to create or design workable prototypes, both programs and physical outputs.
  • Identify key stakeholders, tailoring communication to their needs and working with teams to build relationships whilst also meeting user needs.
  • Evaluate current strategies to ensure business requirements are met and exceeded where possible.
  • Understand policy intent and user needs by interpreting evidence-based research and embedding that knowledge into the development of content designs.
  • Working with user researchers to visualise the outputs from comprehensive user research and defining approaches and strategies to enhance the user experience.
  • Promote understanding of good practices within content design and applying the appropriate tools and techniques.
  • Engage with and contribute to the cross-government content community.
  • This role is likely to require occasional travel to other organisations’ premises to collaborate and network with all relevant teams.

Person specification

  • Content design experience with proven ability to create online content that is accessible and user-centred. (Lead criteria)
  • The ability to interpret complex content and convert it into clear understandable messaging which helps users achieve their goals and supports wider user understanding. (Lead criteria)
  • Experience of delivering content in agile delivery team, adhering to a content strategy in support of organisation business goals and user needs.
  • Exceptional attention to detail and the ability to work calmly even when faced with fast-paced, high-pressure situations.
  • Ability to use user feedback to challenge constructively, whilst being able to compromise where appropriate to create effective content.
  • Experience of working in government communications, or on GOV.UK, adhering to Government Digital Service (GDS) design principles.
  • Experience of working in a regulatory environment.
