Job summary

Job Title: Construction Supervisor– Highways &Construction
Job Purpose

To be responsible for the efficient and effective deliveryof property services, building maintenance, highways, and constructionoperational activities. The role ensures that all works are completed safely,on time, within budget, and in compliance with quality, environmental, andhealth and safety requirements.

The Property Supervisor will provide day-to-day supervisionof operational teams and subcontractors, oversee maintenance and capitalprojects while ensuring compliance with statutory regulations, street workslegislation, and company policies. The post holder will also participate in anout-of-hours emergency call‑out rota.

Key Responsibilities
Operational Management
  • Managethe day-to-day delivery of works programmes in accordance with agreedspecifications and project requirements.
  • Supervisehighways, construction, maintenance, and capital project activities.
  • Ensureworks are carried out safely, efficiently, and to the required qualitystandards.
  • Monitorsite progress and ensure project milestones are achieved within agreedtimescales.
  • Assessand oversee traffic management arrangements and ensure compliance withstreet works legislation.
Health, Safety & Compliance
  • Ensurecompliance with all Health & Safety legislation, company policies, andsafe systems of work.
  • Develop,implement, and monitor Health & Safety plans and risk assessments.
  • Conductsite inspections, safety audits, inductions, and toolbox talks.
  • Investigateand report incidents, accidents, hazards, and near misses.
  • Promoteand maintain a strong health and safety culture across all teams andcontractors.
  • Planand coordinate labour, materials, equipment, and subcontractor resources.
  • Monitorproductivity and staff performance to ensure operational efficiency.
  • Trackproject costs, valuations, and budget performance to support financialtargets.
  • Ensureaccurate recording of project data, progress, and costs within companysystems.
  • Providedirect line management and supervision of operational staff.
  • Conductperformance reviews, appraisals, and development discussions.
  • Motivate,coach, and mentor employees, including trainee supervisors andapprentices.
  • Ensuredaily briefings are delivered to operatives and subcontractors.
  • Fostera positive team culture and high staff morale.
Stakeholder Management
  • Liaisewith clients, contractors, local authorities, and partner organisations.
  • Attendproject and Early Contractor Involvement (ECI) meetings as required.
  • Provideprogress updates and technical feedback to stakeholders.
  • Resolveoperational issues and escalation complex matters where necessary.
Emergency Response
  • Participatein an out-of-hours emergency call-out rota.
  • Coordinateemergency maintenance responses and ensure works are completed safely andeffectively.
  • Previousexperience in a supervisory role within highways, construction, propertymaintenance, or civil engineering environments.
  • Experiencemanaging operational teams and subcontractors.
  • Provenexperience delivering maintenance, repair, or capital works programmes.
  • Experiencecarrying out site inspections, risk assessments, and health and safetycompliance activities.
  • Experienceplanning labour, materials, and equipment resources.
  • Strongstakeholder management and communication skills.
  • Experienceusing electronic works management, asset management, or project managementsystems.
  • Experienceworking within local authority, highways, or public sector environments.
  • Knowledgeof street works regulations and traffic management requirements.
  • Experiencemanaging budgets, valuations, and project costs.
Essential Qualifications
  • NVQLevel 3 (or equivalent) in Construction, Civil Engineering, HighwaysMaintenance, Building Maintenance, or related discipline.
  • SMSTS(Site Management Safety Training Scheme) or SSSTS certification.
  • CSCSSupervisory Card.
  • FullUK Driving Licence.
  • FirstAid at Work qualification (or willingness to obtain).
Desirable Qualifications
  • NVQLevel 4/5 in Construction Management or Leadership & Management.
  • NEBOSHGeneral Certificate or IOSH Managing Safely.
  • HNC/HNDin Construction, Civil Engineering, or a related field.
  • TrafficManagement Qualification.
Knowledge & Skills
  • Strongunderstanding of highways maintenance, construction operations, andproperty maintenance.
  • Excellentknowledge of health, safety, environmental, and quality managementrequirements.
  • Knowledgeof CDM Regulations and risk management principles.
