The purpose of this position is to provide construction management, plans reviews, cost control, inspection, and oversight of professional contractors and/or consultants. This position has considerable public contact and must exercise discretion, tact and diplomacy in explaining construction requirements, answering questions, and resolving problems.
This class works under general supervision, independently developing work methods and sequences.

Essential Functions

The essential functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary.

  • Manages the inspection and record keeping of Capital Improvement Program projects and sites.
  • Directs the construction programs, projects/activities for more than one department.
  • Interprets the general conditions of a construction contract and monitors contract compliance.
  • Discusses problems on–site, by phone or in office with owners, contractors, construction workers and architects.
  • Works with operation and administrative personnel to assess available resources and needs.
  • Monitors ongoing construction specifications, contracts, and consultants to ensure compliance with contractual obligations.
  • Provides written records and documentation for contractor payouts and grants.
  • Inspects projects for conformance with construction documents, negotiates and processes change orders and warranty administration.
  • Explains departmental policy and pertinent rules and regulations to the public by personal contact or phone, answers other inquiries and provides routine information.
  • Acts as liaison among departments, functions or groups, within the City. Interprets and/or explains codes and other related ordinances.
  • Assists with the coordination of facility programs such as preventative maintenance, building automation, deferred maintenance, project management, and renovation.
  • Assists in coordinating the work of Facilities staff work necessary to maintain mechanical, electrical/electronic, plumbing, HVAC, and special systems including repair of interior fixtures, furnishings, equipment, grounds and exterior building maintenance to include lawn care, sprinkler system, parking lot, and exterior fixtures/finishes throughout the City.
  • Assists in the monitoring of the department’s customer service work order request process to ensure effective and efficient service delivery
  • Other duties, responsibilities, and activities may change or be assigned at any time with or without notice.
Typical Qualifications

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS:

  • Bachelor’s Degree in Construction Management, Engineering, Architecture or related major.
  • Four (4) years of construction related experience or an equivalent combination of education, training and experience.
  • Must possess and maintain a valid state driver’s license with an acceptable driving history.

PREFERRED QUALIFICATIONS
  • Florida State and/or Broward County Contractor License, Broward County Board of Rules and Appeals Building Official Certification, Standard Building Code Administrator License, or Project Management Professional.
Knowledge, Skills and Abilities, Work Environment and Work Hours

KNOWLEDGE, SKILLS AND ABILITIES:

  • Knowledge of project management software and programming, like Procore, Bluebeam, AutoCAD, etc.
  • Project management expertise with technical knowledge of construction methods and regulations.
  • Planning, coordinating and managing all phases of construction projects, including project initiation, planning, execution, monitoring and closeout.
  • Establishing project objectives, scope and deliverables in collaboration with stakeholders and ensuring alignment with client requirements.
  • Developing and managing project schedules, budgets and resource allocations to ensure cost efficiency and timely delivery.
  • Liaising with architects, engineers, contractors and subcontractors to monitor construction progress, resolve issues and ensure compliance with specifications and quality standards.
  • Managing procurement processes, including bid evaluations, contract negotiations and vendor selection.
  • Oversee project budgeting and cost control and manage change orders to ensure adherence to budgetary constraints.
  • Conducting regular site inspections to assess project progress, identify risks, and ensure compliance with safety protocols and regulatory requirements.
  • Maintain effective communication with project team members and stakeholders to provide project updates, address concerns and foster strong working relationships.
  • Knowledge of campaign reports and election process.
  • Knowledge of F.S. 119 Public Records Law.
  • Knowledge of Records Management Retention Law.
  • Skill in prioritizing work assignments.
  • Ability to train or advise City personnel in related tasks and activities.
  • Ability to lead, provide training or technical guidance or support.

PHYSICAL DEMANDS:
Physical demands refer to the requirements for physical exertion and coordination of limb and body movement.
  • Performs medium work that involves walking, standing, stooping, jumping, stretching, or lifting all of the time and also involves exerting between 20 and 50 pounds of force on a regular and recurring basis or exceptional skill, adeptness and speed in the use of the fingers, hands or limbs in tasks involving very close tolerances or limits of accuracy.

WORK HOURS
Monday-Friday 7:30am-4:00pm (May be required to work nights, weekends and holidays to meet the business needs of the City.)
