Construction Procurement Framework Manager

Salary: Grade 10: £45,718 to £49,764 per year

Location Church Square House, Scunthorpe

Hours: 37 hours per week

The Vacancy

North Lincolnshire Council is seeking a highly skilled and technically proficient Construction Procurement Framework Manager to lead the strategic management of our Construction and Highways Frameworks. This is a key role for a construction professional with deep knowledge of building practices, procurement legislation, and contract management.

You will be responsible for drafting and reviewing detailed scopes of work for a wide range of construction projects, ensuring technical accuracy, value for money, and alignment with the council’s strategic objectives. Your expertise will guide the commissioning of works, consultant appointments, and contractor performance across capital and revenue programmes.

You will also manage a dedicated Business Services team, ensuring the successful delivery of capital and revenue building programmes across the council, from project initiation through to completion

Key Responsibilities
• Lead the drafting and technical development of construction scopes for general building services, ensuring clarity, compliance, and alignment with project objectives.
• Act as Framework Manager for the council’s Construction and Highways Framework, ensuring effective delivery of construction disciplines.
• Lead the assurance and contract management of the Professional Services Framework, including consultant appointments and tender processes.
• Ensure all procurement activity complies with public sector legislation, council procedures, and framework terms.
• Monitor financial performance and governance of capital and revenue building programmes.
• Develop and maintain systems for project commissioning, performance monitoring, and financial reporting.
• Lead the Business Services team in supporting construction-related activities, including commissioning, contract management, and performance monitoring.
What We’re Looking For
• Technical background in construction, with experience drafting and reviewing scopes of work for building projects.
• Knowledge of public sector procurement, NEC4 contracts, and framework management.
• Proven ability to manage complex construction programmes and lead multidisciplinary teams.
• Excellent communication and stakeholder engagement skills.
• Experience in financial monitoring, project governance, and performance reporting.
