This senior management position will provide health and safety and legislative support across all types of construction works delivered in DWP Estates, one of the biggest portfolios in Government.

We are looking for two specialist Health & Safety Professionals.

Role 1 - Construction Health and Safety Assurance Lead

This role will work closely with the DWP Estates Safety, Technical Compliance, Project and Supply Chain Management Teams to ensure that supply chain partners delivering construction works comply with legal and contractual requirements.

Role 2 - Construction Health and Safety Lead

This role will work closely with the DWP Estates Safety Team and Service Delivery Team in managing DWP Estates supply chain partners to ensure safety for construction works delivery.

Both roles are reporting to the Head of Estates Safety the role will also be critical to the continued success of the Directorate as it develops the Estates Health & Safety system and continues to improve our safety culture across our portfolio. This role will work across various geographical regions as dictated by risk and business support requirements.

Key accountabilities

Construction Health and Safety Lead

  • Responsible for the development and implementation of a positive Health & Safety culture and environment for construction works delivered for Estates.
  • Ensure all legislative obligations are adhered to and all members of team understand the requirements of the compliance regulations and reflect the changing needs arising out of Health & Safety legislation and best practice.
  • As the H&S, facilities and estates related construction works subject matter expert partner the Service Deliver and Safety Teams in managing the H&S / CDM 2015 obligations of the Supply Chain, including reviewing of appropriate appointments, competencies, audit, inspection and monitoring completion of action plans.
  • Lead articulation of H&S and compliance reporting requirements for construction works services delivery, in collaboration with the DWP Estates internal stakeholders.
  • Ensure that Supply Chain fulfil their H&S / CDM obligations and requirements as outlined in their contract. Review Supply Chain performance in relation to H&S and assist with development of corrective actions.
  • Articulate H&S and compliance requirement in performance management of the Supply Chain and provide technical support to the Service Delivery and Supply Chain Team in review of relevant performance KPIs.
  • Ensure Supply Chain accidents and incidents are reported and suitably investigated and corrective & preventive action plan in place. Work in collaboration with Supply Chain and Service Delivery Team to ensure high level support for onsite investigation and root cause analysis of the most significant Incident and Near Misses.
  • Create and manage an internal audit plan of construction works across DWP Estate in line with guidance set by the DWP Estates Technical Compliance.
  • Carry out desktop and site audits, develop improvement plans for resolution to address findings from internal and external audits and engage with wider Estates Team and with Construction Health & Safety Assurance Lead to improve internal audit processes.
  • Where required – create and implement processes in wide construction safety area to include appropriate appointments, competencies, notifications, permit to work management, accident reporting, escalation, incident management, supplier safety performance.
  • Act as the H&S subject matter expert at service delivery meetings and other H&S and Compliance governance meetings with internal Estates teams and Supply Chain members. Provide relevant Management Information and technical advice to support discussion.
  • Establish relationship with the Service Delivery Team, Supply Chain Management, DWP Estates Feld Team to communicate safety, address safety performance concerns, close non-conformances, improve safety performance. Provide technical support and advice as required.
  • Work closely with own team, Service Delivery and the Supply Chain to continually improve processes, innovate practices and share knowledge about construction safety and legislative requirements.
  • Actively build and maintain a network of colleagues and contacts with all appropriate and required cross Government Health & Safety related networks and forums to ensure Estates roles and responsibilities are relevant and managed to ensure progress on shared objectives.
  • Contribute to the development, review and approval of the Business Continuity Plan and Disaster Recovery Planning for the portfolio.
  • Monitor and review the DWP business operating system maintaining its validity and effectively managing all policies, standards and guidelines, regarding all elements of technical compliance.

Construction Health and Safety Assurance Lead

  • As the H&S, facilities and estates related construction works subject matter expert, partner with wider Estates Teams in managing the H&S / CDM 2015 obligations of the Supply Chain, focussing on audit of appropriate appointments, competencies, delivery and monitoring completion of action plans.
  • Support Head of Estates Safety in articulation of H&S and compliance reporting requirements for construction works, in collaboration with the DWP Estates Safety Team and other internal stakeholders
  • Create and manage an internal audit plan of construction works across DWP Estate in line with guidance set by the DWP Estates Audit and Compliance. Carry out desktop and site audits, develop improvement plans for resolution to address findings from internal and external audits.
  • Ensure that Supply Chain fulfil their H&S / CDM obligations and requirements as outlined in their contract.
  • Plan and deliver audit of Supply Chain in relation to safety and contractual requirements, assign corrective actions.
  • Ensure that DWP as the client has discharged their duties in relation to CDM including suitable management arrangements are in place to safeguard DWP staff and visitors.
  • Articulate H&S and compliance requirement in performance management of the Supply Chain to provide technical support to the Service Delivery, Supply Chain and Project Team in review of relevant performance KPIs.
  • Create and manage an internal audit plan of construction works across DWP Estate in line with guidance set by the DWP Estates Audit and Compliance.
  • Carry out desktop and site audits, develop improvement plans for resolution to address findings from internal and external audits. Work close with DWP Estates Technical Compliance and Governance & Control Teams to improve internal processes.
  • Act as the single point of contact for construction compliance related audit.
  • Collate and manage the lessons learned and actions coming of audit activities to provide a proactive approach to learning from events and continual improvement.
  • Provide relevant Management Information and technical advice to support discussion in internal and external construction safety related meeting.
  • Establish relationship with DWP Estates Safety and Technical Compliance, Service Delivery, Projects and Governance & Control Teams.to communicate safety, address safety performance concerns, close non-conformances, improve safety performance and processes.
  • Promote innovative practices and share knowledge about construction safety and legislative requirements.
  • Assist in defining the technical compliance requirements to be incorporated into internal processes related to H&S / CDM 2015 but also fire, water, asbestos and other significant areas impacting safety of the Estate.
  • Actively build and maintain a network of colleagues and contacts with all appropriate and required cross Government Health & Safety related networks and forums to ensure Estates roles and responsibilities are relevant and managed to ensure progress on shared objectives.
  • Monitor and review the DWP business operating system maintaining its validity and effectively managing all policies, standards and guidelines, regarding all elements of technical compliance.
