Job Purpose

The primary purpose of the Risk & Compliance function at the National Wealth Fund (NWF) is to embed an effective risk management framework which enables the risks to the Fund's objectives to be managed in an agile and effective way. The team fosters a risk-aware culture across the Fund and provides the necessary assurance that key risks are managed within the appetite set by the Board.

This role is for a Compliance Manager in the Risk & Compliance function, reporting to a Senior Compliance Manager. The role holder will support the enhancement and oversight of the Fund's compliance framework. They will assist in the delivery of an effective and proactive compliance strategy and framework, underpinned by processes and controls that ensure compliance with relevant regulatory, financial, and operational requirements. Additionally, the successful candidate will support the active management of compliance risk in the existing portfolio.

Location: Hybrid working with a minimum of 3 days per week in the Leeds office.

Salary: £70,000 - £80,000 per annum

Core Responsibilities
  1. Support the Senior Compliance Manager in delivering the Compliance strategy, compliance monitoring plan, and associated policies to drive, promote, and maintain a strong Compliance and Financial Crime culture within the business.
  2. Support the Senior Compliance Manager in establishing and maintaining effective compliance and regulatory risk management, control systems, monitoring, and reporting.
  3. Prepare clear and concise compliance reports and recommendations to NWF's Executive Committees, Board, and Board sub-committees to ensure compliance with current and future regulations.
  4. Assist in the development and implementation of a compliance risk assessment and accompanying annual compliance plan that satisfies the needs of NWF's unique business model.
  5. Provide expert advice on existing and emerging regulatory compliance requirements affecting NWF, conduct horizon scanning, and proactively provide advice and guidance to the Business on new projects, transactions, policy requirements, and other initiatives.
  6. Support the oversight of key regulatory risks, including market abuse and conflicts of interest. This includes management of Insider Lists, conflicts of interest, personal account dealing, and gifts & hospitality registers.
  7. Provide deal-specific advice on investments.
  8. Develop, deliver, and ensure the completion of suitable learning and development programs for all NWF colleagues to promote a culture of good conduct and compliance throughout the Fund.
  9. Design and execute internal compliance monitoring reviews (ongoing monitoring and thematic) that assess the effectiveness of controls and identify areas for improvement; ensure any associated findings and agreed actions are implemented and addressed on a timely basis.
  10. Participate in internal or external audits of the Risk and Compliance function, or the Fund as a whole, including inspections or enquiries from law enforcement agencies. Work closely with audit teams to provide necessary documentation and address any findings.
  11. Undertake and issue reports on investigations into breaches and risk events.
  12. Act as a trusted partner with key stakeholders across the Fund to identify, assess, update, and mitigate risks and determine appropriate controls and resources required to effectively control them.
  13. Prepare and present regular reports on compliance risks and compliance to NWF's Executive Committees, Board, and Board sub-committees.
  14. Oversee and mentor your direct report(s), if any, ensuring effective performance management and professional development.
  15. Work collaboratively within a high-performing team to deliver the function's strategic risk and compliance framework, liaising across the 3LOD to deliver integrated assurance.

Knowledge, Skill and Experience requirements
Experience:
  1. Significant experience in compliance, a compliance function, preferably within a regulated financial services environment.
  2. Demonstrable experience in developing and delivering on Compliance plans, including compliance monitoring and training.
  3. Experience within investment banking and/or infrastructure finance is desirable.
  4. Experience of public sector regulation or working within government would be an advantage but not essential.

Knowledge:
  1. Educated to degree level.
  2. Strong understanding of Market Abuse Regulations.
  3. Strong knowledge of the UK's compliance framework, including applicable laws, regulations, and industry guidance.
  4. Relevant professional qualifications (e.g, ICA, ACCA, ACA, IIA) are advantageous.
  5. A legal background would be an advantage.
