Compliance and Building Safety Manager.

A senior post in Ipswich Borough Council in one of its largest front line services.

The Maintenance and Contracts service spends circa £25 million annually repairing, maintaining and improving a retained housing stock of approximately 7800 properties and 15 sheltered schemes to our local "Ipswich Standard". The Council takes a holistic approach to building safety and stock management and has one seamless service that is now responsible for everything in connection with the asset management of that stock; from initial design to completing works on site on a right first-time basis using our own directly employed trade teams.

Housing is a flagship service of Ipswich Borough Council, and it is a service that is vital for our tenants and very much in the public eye - as you would expect with such a range of work. We benefit from working from a brand new environmentally friendly modern depot facility.

Specifically, this post will be responsible for:

To be responsible for ensuring compliance and reporting the 'Big 9' within UK Compliance Standards across all of the Council's housing stock.

The 'Big 9' compliance items include full legal compliance with gas, electrical, damp/mould, stock condition, lift safety, asbestos safety, water safety, smoke and CO alarms and fire safety. Ensure all testing, inspection, maintenance and remedial actions are completed on time. Ensuring all relevant regulatory certification and data is fully maintained at all times.

You will aspire, show leadership and be passionate in ensuring tenants remains safe in their homes at all times.

You will work in a newly formed Compliance Team as it grows, including recruitment, development and performance management.

You will work with colleagues to ensure any work is allocated, programmed, monitored, reported and progressed. Ensure quality and safety standards are met and compliance with specification. Ensuring performance is reported to CMT, Councillors and Governance Boards when asked to do so.

You will prepare reports and give professional/technical building safety and compliance advice. Coordinate and provide training of other non-technical staff on compliance related subjects.

You will have:

  • experience in a comparable environment
  • a degree qualification and/or membership of a relevant professional organisation
  • experience of managing building safety and compliance as well as leading staff and contractors
  • experience of business planning, change management and continuous improvement in a similar environment.
