Job summary

Thames Water Utilities Limited is seeking a Compliance Analyst – Benefits and Outcome Assurance to provide independent assurance across key environmental programmes and ensure delivery aligns with regulatory obligations and business objectives.

You will work with sponsors, delivery teams and senior stakeholders to evaluate performance, risks, costs and benefits, translating complex information into clear recommendations that support informed decision-making.

Qualifications

  • Significant experience in environmental programmes, water or wastewater operations, asset management or comparable regulated infrastructure environments.
  • Strong analytical and numerical capability with large datasets and evidence-based decisions.
  • Proven ability to influence senior stakeholders and regulatory discussions through evidence-based advice.

Responsibilities

  • Assure delivery of WINEP/WAAP activities with time, cost, quality and regulatory outcomes.
  • Evaluate delivery plans, milestones, risks and evidence to form assurance conclusions.

Job description

Responsibilities
  • Responsible for the assurance approach for allocated WINEP and WAAP activities, assessing delivery confidence against time, cost, quality, regulatory and environmental outcomes.
  • Evaluate delivery plans, milestones, outputs, risks, dependencies and evidence from multiple sources to form clear assurance conclusions.
  • Provide independent challenge to delivery assumptions and escalate material concerns with evidence‑based recommendations.
  • Provide technical advice to ensure continuous improvement within the benefits reporting and alteration process, including leading engagement with key delivery teams.
  • Support ongoing engagement with the Environment Agency and Ofwat to ensure our benefits and outcome assurance process align with regulator requirements.
  • Assess alignment between programme plans, WINEP and WAAP commitments, performance commitments, ODIs and wider strategic environmental requirements.
  • Identify shortfalls, emerging compliance risks and opportunities to improve environmental outcomes or value.
  • Translate complex technical, regulatory, cost and benefits information into concise recommendations for senior stakeholders.
  • Influence Sponsors, Delivery teams, Asset Planning, Engineering, Operations, PMO and regulatory stakeholders through structured challenge, diplomacy and clear evidence.
  • Lead internal alignment sessions and prepare senior‑level briefing material that supports informed decision‑making.

Base location – Hybrid – Clearwater Court, Reading. It is a requirement to come into the office at least once a week currently on a Tuesday. There will be some travel to other sites and offices.

Qualifications
  • Significant experience in environmental programmes, water or wastewater operations, asset management, investment planning or comparable regulated infrastructure environments.
  • Strong analytical and numerical capability, with experience working with large datasets and turning insight into clear decisions, recommendations and assurance commentary.
  • Demonstrable ability to influence senior stakeholders, delivery partners and regulatory‑facing discussions through evidence‑based advice, challenge and diplomacy.
  • Proven ability to evaluate complex information from multiple sources, including delivery performance, cost, benefits, risk, regulatory requirements and technical evidence.
  • Strong knowledge of governance, risk, assurance, business case and change‑control practices in a regulated programme environment.
Additional skills and experiences would be great to have/bring
  • Experience of WINEP, WAAP or comparable environmental regulatory investment programmes.
  • Experience working directly with or preparing material for EA, Ofwat or equivalent regulatory stakeholders.
  • Project or programme delivery experience, including exposure to cost, schedule, risk and benefits management.
  • Ability to use GIS systems, environmental models or equivalent analytical tools.
  • Full UK driving licence.

Working pattern or hours – 36 hours a week, Monday to Friday

Salary & Benefits
  • Salary – Between £58,000 and £68,000 per annum dependant on experience
  • A salary of £58,000 to £68,000 per annum depending on experience
  • 26 days holiday per year increasing to 30 with the length of service (plus bank holidays)
